SHOBY PARISH COUNCIL HELD ON M0NDAY 11TH MAY 2009 AT GRIMSTON

ELECTION OF OFFICERS

Mr. Edward Morris was elected Chairman, proposed by Mr. Easom and seconded by Mrs. Sleath.

Mrs. Margaret Sleath was elected Vice Chairman, proposed by Mr. Morris and seconded by Mr. Lomas 

DECLARATIONS OF INTEREST

Mr. Easom declared an interest in the Planning Application for The Black Horse Grimston and Mr. Easom and Mrs. Sleath declared an interest in the Planning Application for 1A Perkins Lane, Grimston.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 6th April 2009 were approved and signed.

MATTERS ARISING

Standing Orders - Following the review, the Parish Council agreed to adopt updated Standing Orders.

Clerk to deliver letter of thanks and flowers to Jenny Allsop.

Mr. Lomas reported the Clerk’s salary had not been reviewed when the precept was set for the current year.  Agreed the Clerk’s salary be increased to £1300.00 per annum plus expenses from 1st April 2009.  The Clerk thanked the Council.

The Clerk reported the Annual Return has been received.  Parish Council agreed Clerk contacts John Rhodes regarding Internal Audit.

PLANNING MATTERS

1A Perkins Lane, Grimston (Application Nos. 09/00211/FUL & 09/00214/C0N). First floor extension to existing outbuildings and change of use to form extension to existing annexe.  Demolition and rebuilding of existing garage.  Clerk to inform Melton Borough Council:-

1.    The Parish Council were concerned the mass of brickwork from the Village Green would be too big and wonder if it would be possible to include a condition to alleviate the problem.

2.    Care should be taken to ensure trees are not disturbed, particularly around the garage development.

The Black Horse, Main Street, Grimston (Application No.09/00256/FUL).  Extensions to ground and first floor at rear of public house and new window and repositioning of sign to front elevation.  The Parish Council agreed to support the application.

Walton Fields Stud, Church Lane, Grimston (Application No. 09/00279/FUL).  Erection of 6 stables.  The Parish Council agreed to support the application.

ANY OTHER BUSINESS

Clerk to contact Leics. County Council to cut grass before Grimston Gardens on 7th June.

Mr. Easom commented, after the recent fatality, he has been asked by members of the Parish if Leics. County Council have statistics to prove whether Shoby crossroads are more or less dangerous since improvements.  Cllr. Orson replied there is evidence to prove there are less accidents.  He will report back after investigating evidence.

Mr. Cowdell reported on the water at front of Village Hall due to leaking pipe and asked if the Parish Council would be prepared to contribute towards repair.  The Parish Council agreed in principle to help but would like to know the total cost. 

Mr. Cowdell suggested due to increase in expenses, the Parish Council increase donation for mowing churchyards.  Mr. Easom proposed increase donation to £75.00, seconded by Mrs. Smith.

Mr. Morris thanked Mr. Lomas for his hard work as Chairman throughout the past year.
