MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE ANDSHOBY PARISH COUNCIL HELD ON MONDAY 31ST MARCH 2008 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETINGThe Minutes of the Meeting held on 18th February 2008 were approved and signed. MATTERS ARISINGAnnual Parish Meeting - The Clerk reported a representative from C.A.B. will be available to attend Annual Parish Meeting on Wednesday 30th April. Cllr. Orson suggested David Parsons, Leader of County Council for Guest Speaker next year.Stocks - Agreed 1% of time will be provided by volunteers by installing remnant Stock in Black Horse and tidying up site after completion of work to qualify for maximum Asfordby Mine Environmental Grant. White Posts - Will be installed this week. Mr. Morris & Mr. Bailey have met with Graham Hancock and confirmed exact location of Posts. CORRESPONDENCE The following items were brought to the attention of the Council:- Parish Council Liaison Meeting - 9th April at Council Offices. Chairman to attend. Melton Borough Council - Compost Bins. Charnwood Borough Council - Proposed Local Planning Application requirements. Circulated. Leics. Rural Partnership - Rural Strategy. Circulated. Leics. County Council - Partnership Funding for Rural Bus Shelters. LARALC - March Newsletters. Circulated. Standards Board - Changes to Standards Framework. Circulated.

Clerk reported on letter from Melton Borough Council confirming document must be used in deciding planning applications. Shoby Priory, Shoby - Replace roof coverings to priory (Application No. 08/00152/LBC). The Parish Council agreed to support the application. Old Dalby Test Track, Station Road, Old Dalby - Upgrading & electrification of railway test track and related works. A variation of the condition increased frequency of the number of passes from 4.5 per hour to 12 passes per hour (Application No. 08/00168/FUL). The Parish Council supports the application but emphasise the importance of safety provisions due to the close proximity of Old Dalby School and for the safety of children in the surrounding area. Hedgerow at Shoby Lane, Grimston - Hedgerow Removal Notice. The Parish Council decided the hedgerow should be replanted with quick thorn and 2 Ash Trees and other species eg. Hazel and Crab should be planted. Shoby Lodge Cottage, Shoby (Application No. 07/01343/FUL). Refusal of Planning Permission received. The Old Rectory, 4 Church Lane, Saxelbye (Application No. 08/00066/TCA). Consent to Work on Trees received. ANY OTHER BUSINESS Letter of complaint received regarding parking of cars visiting Black Horse. Parish Council discussed this matter and decided Clerk writes to complainant stating the Parish Council are aware of the problems and appreciate the concerns but do not have any powers to address the situation. Thompson’s Corner, Shoby. Mr. Lomas reported there have been 14 smashes since Christmas and the telegraph pole has been taken off 3 times since September. Thompson’s have been without phone line and internet access and B.T. are not dealing with matter promptly. Decided Clerk writes to B.T. stating that the Parish Council are not happy with poor service and should be dealt with as priority. Cllr. Orson reported Environment Agency now has suggestions to alleviate flooding problem at Saxelbye and will contact Mr. Swindells & Mr. Morris. Mr. Morris updated Parish Council on proposed new cast iron windows for School Room at Saxelbye. Parish Council agreed to contribute towards repairs. Chairman reported on Woodhall Transport lorry getting stuck in Grimston due to incorrect instructions from Sat Nav. Lorry tried to reverse and caused damage to Village Green. Decided Clerk writes to Woodhall Transport suggesting contribution of £100 towards repairs. Telephone Box, Grimston - Complaint received Telephone Directories are in heap on floor and the Telephone Box is an eyesore. Clerk to make enquires and report state to B.T.
