MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE ANDSHOBY PARISH COUNCIL HELD ON MONDAY 30TH JULY 2007 AT SAXELBYEPRESENTMr.

Members of the Public APOLOGIES
- Cllr. J. Orson The Chairman welcomed the
members of the public and invited them to speak Play
Area - Concern was raised regarding the condition of the Play Area
safety surface and Mrs. Gibbins asked what action the Parish Council was
going to take. The Chairman
reported ROSPA had carried out an Annual Safety Inspection in May and the
Play Area was in satisfactory condition.
Therefore the P.C. had decided it would be a waste of money to
replace at the present time. A
letter of complaint and 31 signatures from residents of the Parish was
handed to the Parish Council regarding health and safety issues and Mrs.
Gibbins asked for the support of the Parish Council to replace with rubber
matting. After discussion, the
Parish Council decided the Clerk should contact ROSPA and Melton Borough
Council Environmental Health Dept. for advice.
Will discuss further at next Meeting. Horse
Chestnut Tree - Concern was raised regarding public liability insurance
for the Horse Chestnut Tree. Clerk
to contact Allianz Cornhill to check Insurance cover. The Clerk reported Julian
Simpson of Leics. County Council has inspected the Horse Chestnut Tree.
The dead and broken branches should be pruned out and quoted £167.00
+ VAT to carry out the work. The
Parish Council agreed to accept the quote.
The Clerk to obtain Consent from Melton Borough Council and liaise
with Leics. County Council. The Chairman thanked the
members of the public for attending and for their views.
The members of the public then left the Meeting. MINUTES OF THE PREVIOUS MEETINGThe
Minutes of the Meeting held on 18th June 2007 were approved and
signed. DECLARATIONS OF INTERESTThe Members had no
interests to declare at this stage.
MATTERS ARISINGTrees
- The Clerk reported Electricity
Board has been informed stay wires are eating into Oak Tree and branch could
fall on Bus Shelter. Decided all the Parish
Council’s trees should be looked at every 2 years by a Tree Surgeon. Street
Light by Bus Shelter - The Clerk
reported John Young has quoted £100.00 to wire brush rusty column and paint
with hammerite. The Parish
Council agreed John Young should carry out and Clerk to purchase silver/grey
hammerite. White
Posts, Saxelbye - Site Meeting has taken place with Graham Hancock of Leics.
County Council and Neil Bailey. Location
of posts has been marked out with yellow paint.
Webster’s Dairy and Nickolls agree to location.
Decided 10” x 10” posts would be preferable and Clerk to arrange
for Leics. County Council to purchase from Belvoir Saw Mills at £75.00 +
VAT each. New
Model Code of Conduct - The Clerk
reminded the Parish Council must be adopted by 1st October. CORRESPONDENCE The following items were brought to the attention of the Council:- Central Networks - Formal agreement authorising the connection of equipment on an unmetered basis was signed by the Chairman. Clerk to inform Central Networks of full inventory. Borough Liaison Meeting - The Minutes were circulated for information. The next Borough Liaison Meeting to be held on 31st October. LARAPLC - June Newsletter. East Midlands Airport Environment & Community Report - Circulated. Long Clawson Post Office. Melton Borough Council - Seniors Month September 2007. Rural Community Council - Application to be a Trustee. Melton Borough Council - Exhibition of Council Services 18th September 2007. Booklets Handed Out:- Branchline The Flyer Community Voice Leics. MATTERS Grimston
Stud, Grimston - Demolish existing stable block and construct 5
dwellings (single storey). (Application
No. 07/00653/OUT). Parish
Council agreed they enthusiastically support the application because single
storey but are fully aware it is only Outline and must be kept completely
informed of proposals. Church View, 16 Main Street, Saxelbye - First Floor extension to existing building. (Application No.07/00791/FUL). The
Parish Council support the application. Master
Plan for Melton Mowbray Town Centre - Options Consultation being held until
28th August. ANY
OTHER BUSINESS
Stocks
- 2 oak posts are rotten
and need replacing. Clerk to
contact Richard Spooner and report back at next Meeting. SLOW Sign on Shoby Lane -
Clerk to inform Highways needs repainting. Street Name Signs -
Decided Clerk contacts Melton Borough Council re:- (1) Shoby Lane and Perkins Lane Signs - The metal poles need
repainting. (2) Main Street, Saxelbye (Nickolls end) - Sign and poles need
replacing. (3) Church Lane, Saxelbye - Remind Melton Borough Council request
had been made for new Sign to indicate
