MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON M0NDAY 29TH SEPTEMBER 2008 AT GRIMSTON

APOLOGIES  - None

The Chairman welcomed P.C. Martin Taylor and the members of the public to the Meeting.  He introduced and welcomed Laura Smith on to the Parish Council.

P.C. Taylor then gave an update on crime in the parish and asked for volunteers to become co-ordinators of the Neighbourhood Watch Scheme.  P.C. Taylor then left the Meeting.

Mr. Cowdell reported the Village Hall floor repairs would be commencing on 10th November and will be completed by 1st January.  Parish Council decided to pay £2000.00 donation agreed.

DECLARATION OF ACCEPTANCE OF OFFICE

Mrs. Laura Smith completed the Declaration of Acceptance of Office.

DECLARATIONS OF INTEREST

Laura Smith declared an interest in the Planning Application at 31 Main Street, Grimston.

Saxelbye Telephone Kiosk

The Chairman invited the members of the public to give their views on whether the Parish Council should adopt, sponsor or remove the Red Telephone Kiosk in Saxelbye.  Opinions were varied.  Comments were made that £500.00 per year to sponsor could not be justified on a telephone kiosk which is little used and other members of the public felt that the facility of a telephone should remain whatever the cost.  It was agreed that the Red Kiosk should remain for heritage and street scene.

The Parish Council then discussed the proposals.  Mr. Easom proposed the Kiosk should be adopted at a cost of £1.00, seconded by Laura Smith and Mr. Morris proposed the Kiosk should be sponsored at a cost of £500.00 per annum, seconded by Mrs. Sleath.  The Chairman voted to adopt the Telephone Kiosk. 

Decided the Clerk completes the necessary paperwork for adoption and purchase at a cost of £1.00 and contacts Insurance Company regarding public liability.  The maintenance of the phone box will be discussed at the next Meeting.

The Chairman thanked the members of the public for attending and their comments.  Several members of the public then left the Meeting.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 1st September 2008 were approved and signed.

MATTERS ARISING

Street Lighting  - The Parish Council agreed to purchase street lighting column for street light removed outside Bumble Cottage at a cost of £250.00 plus VAT.  Agreed should be located in same place.  Electricity Board will re-connect free of charge.  The Parish Council agreed the 2 telegraph poles remaining in

Main Street, Grimston, with street lighting apparatus were in good condition and decided to adopt.  The Clerk to inform E-On and contact Insurance Company regarding public liability.

The Stocks  - The Clerk reported Mr. Rowley has promised the repairs will be completed in October.

Trees  - Mrs. Sleath reported Paul Ford has pruned the May Tree in the War Memorial and inspected the Horse Chestnut Tree.  Decided leave the Horse Chestnut Tree for 12 months and then be inspected by Leics. County Council’s Tree Surgeon.

Play Area - Repairs to fencing have been carried out.  Clerk reported Joe Gant has not got the second Football Net.  Clerk to check with Ruth Townsend.

Clerk to contact Dave Allen to deal with moles on Play Area.

The following items were brought to the attention of the Council:-

Melton Borough Council - Parish Liaison Meeting 8th October.  Mr. Easom & Laura Smith to attend.

Leics. County Council - Adoption of County Surveyors Society “Code of Practice for the Installation, Operation and Removal of Seasonal Decorations” in Leics.

Leics. Together - Launch of the Joint Strategic Needs Assessment.  File.

LARALC - September Newsletter circulated.  Laura to make enquiries regarding Councillor Training Course.

Dept. for Communities & Local Government.  Consultation of Making & Enforcement of Byelaws.  File.

Melton Borough Council - Allotments.

PLANNING MATTERS

Ostler’s Lodge, Saxelbye Pastures (Application No. 08/00695/FUL).  To erect a Wind Turbine on a

15 metre free standing pole approx 50 metres southwest of the dwelling.  The Parish Council agreed to support the application.

Laura Smith left the Hall.

31 Main Street, Grimston  (Application No. 08/00662/FUL).  Proposed new dwelling.  The Parish Council agreed the proposed development was bigger than original plans indicated and suggest Planning Dept. look at plans again.  Decided Clerk contacts Planning Dept. to arrange Site Meeting with Case Officer to point out concerns.

Laura Smith returned to the Meeting 

Land West of Loughborough Road, Shoby - (Application No. 08/00582/FUL). Approval of Planning Permission received.

Shoby Priory, Main Street, Shoby - (Application No. 08/00549/LBC).  Listed Building Consent received.

ANY OTHER BUSINESS

Clerk to report to Highways pot hole on corner by pepper pot.

Clerk to report to Highways the Flashing Arrow Lights past Shoby Turn are not working correctly.

Complaint received drain against Village Green opposite Old School is broken and dangerous.  Clerk to inform Highways to deal with promptly.

Mrs. Sleath reported the Village Green Sign has been knocked down.  Mr. Morris to make enquiries.
