MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON M0NDAY 28TH JULY 2008 AT GRIMSTON

The Chairman welcomed Cllr. Angrave and member of the public.  Mr. Cowdell updated the Parish Council on Village Hall repairs and stated they have been awarded £7000.00 Grant.

Mr Easom thanked the Parish Council for gift following recent operation.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 16th June 2008 were approved and signed.

DECLARATIONS OF INTEREST

Mr. Lomas declared interest in Planning Application for Shoby Lodge Cottage, Shoby.

MATTERS ARISING

Footpaths  - The Clerk reported reply has been received from Melton Borough Council stating they are responsible for the cleansing of footpaths, the same as streets, and enforcement can be by either Borough or Parish Council.  Decided Melton Borough Council be responsible for Enforcement.  Clerk to inform Council

Public Footpath by Red House needs spraying.

Grass Cutting  - Complaint has been received grass has only been cut on Main Street to Bus Shelter.  Clerk to inform Highways to mow to 30 mph sign. 

Milk Lorry Complaint  - Chairman reported he has contacted Tony Fowler and Mr. Fowler stated he is willing to sit down and talk with neighbour.  Parish Council decided this is a matter neighbours sort out between themselves.  Both parties to be advised of Parish Council’s decision.

Play Area Inspection  - Clerk reported the Safety Inspection Report stated algae growing on pathway, ownership sign recommended, damaged fencing & goal post socket not flush.  Clerk to contact Melton Borough Council to clean path.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Mr. J. Benson, Collision Studies Engineer, asking for observations on vehicle activated signs on Shoby Bends.  Chairman commented signs frequently not working and should be repaired promptly.  Locals have become use to Signs.   Many unreported accidents but may be worse if the Signs were not there.  Clerk to email Mr. Benson with comments.

Leics. County Council - Notice of Submission and Consultation on Leics. Minerals Development.  File.

Leics. County Council  - ‘Creative Age’ Celebration.  Asking for nominations of people over 65 who have creative hobby or craft.

Melton Borough Council - Physical Activity Guide.  Displayed on Notice Boards and circulated.

LARALC.   Employment Advice Service for Local Councils & June Newsletter.

Parish Council Liaison Minutes.  Circulated.

Melton West Community Forum - Minutes.  Circulated.   Provisional date for next Meeting Thursday 4th December.

Rural Community Council - Application to be a Trustee.

Melton Borough Council - Grants Workshop.  Passed to Village Hall Committee.

Melton Borough Council - Role of Standards Committee and New Complaints Process for Conduct Issues.  File.

PLANNING MATTERS

Shoby Lodge Cottage, Loughborough Road, Shoby (Application No. 08/00505/FUL).  Proposed alterations to Cottage and Bed & Breakfast Unit.  The Parish Council has no observations.

Aylesford Lodge, Shoby (Application No. 08/00582/FUL).  Retention of Mobile Home Accommodation. 

The Parish Council has no observations.

Shoby Priory, Shoby (Application No. 08/00549/LBC).  Alterations to fabric.  The Parish Council has no observations.

ANY OTHER BUSINESS

Complaint received grass verge needs re-seeding where Morgan Utilities left rubbish.  Clerk to inform Highways.

Mrs. Sleath stated Spring needs cleaning out.  Mr. Easom to instruct Nathan to clean out.

Mrs. Sleath stated Play Area hedge needs cutting.  Mr. Morris to inform Tony Best to cut hedge.

Saxelbye Phone Box - Mr. Morris commented Parish Council need to know how much money the phone box is losing per year before they could consider Alan Duncan’s proposal of adopting.  Decided if Parish Council adopt phone box it must be coin box.  Clerk to contact B.T.

Cllr. Angrave and Member of the Public left the Meeting.

PARISH COUNCIL VACANCY

The Clerk reported letter has been received from Melton Borough Council stating no election has been requested within the time period allowed and the vacancy must be filled by co-option.  2 candidates were proposed for co-option. The Clerk to liaise with Melton Borough Council and report back to next Meeting.
