MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON 

THURSDAY 27TH OCTOBER 2005 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 27th September 2005 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Shoby Crossroads  – Clerk reported confirmation of road safety scheme enclosing plan has been received and included in 2005/6 Capital Programme.  Parish Council agreed with proposals and Clerk to write to Leics. County Council.  Chairman thanked Mr. Chapman for all his hard work in connection with safety proposals at the crossroads.

Grimston Play Area  Clerk reported she has contacted Summerland Contractors and they confirmed they cut the grass twice per month weather permitting.  Parish Council decided to continue the same next year.

Saxelbye Notice Board – Clerk reported Whissendine Parish Council has recently purchased oak Notice Board from Greenbarnes Ltd.  Mrs. Sleath and Clerk to view when convenient and report back.

Bus Shelters -  Mrs. Sleath commented repairs to Bus Shelters have not yet started..  Mr. Morris stated

Mr. Best would begin the work as soon as possible.  Agreed work must be completed and paid for by end of this financial year.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Leics. County Council – Proposed Diversion of Public Bridleways H28 & H29 at Shoby House Farm, Shoby.  The Parish Council agrees the diversion will improve safety.  Clerk to reply requesting self- closing gates are installed.

Leics. County Council – Consultation on the Provisional Local Transport Plan 2006-2011.  Circulated.

Melton Borough Council – Best Value Performance Plan 2005.  Circulated.

LRAPLC – Training Courses, September Update & Leics. Local Area Agreement

East Midlands Regional Assembly – Review of the East Midlands Regional Plan.  Circulated

Clerk to transfer £1000.00 to Business Money Manager Deposit Account.

The Clerk and Mrs. Sleath completed Business Telephone Banking Additional User Registration Form authorising Clerk access to Business Telephone Banking Service.

The Clerk reported 2006/2007 Parish Precept Form has been received.  Decided Chairman and Clerk prepare Draft Budget and discuss at next Meeting.  The Chairman commented he had instructed the Clerk to record all hours worked for past 2 months.  Decided Clerk should continue to record hours until next Meeting and then review salary.

PLANNING MATTERS

The Red House, Grimston – Application Nos. 05/00932/FUL & 05/00933/LBC.  Retrospective planning for porch, lean-to to rear, garden wall in garden, windows to western elevation and door in western porch.  The Parish Council discussed the applications in detail and unanimously agreed the windows are out of keeping for a Listed Building.  2 Councillors had concerns about the whole change particularly the porch because of the heritage.  3 Councillors felt the work had been carried out sympathetically and reasonably tastefully.   Clerk to inform Planning Dept. of Parish Councillors comments and state the Parish Council is concerned because the property is a Listed Building and also in a conservation area and there should be restrictions on changes made.

Beech Cottage, Saxelbye – Approval of Planning Permission received.

Melton Local Development Framework – Housing Supply Discussion Paper.  Questionnaire completed for Melton Borough Council.

Village Envelope Consultation – Meeting to be held on Tuesday 29th November at 7.30 pm at

Grimston Village Hall to consider comments received and make recommendations.  Decided will not be publicised on Notice Board, it is not a Meeting for the public to attend.
