MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 27TH JULY 2009 AT SAXELBYE

APOLOGIES  - Cllr. N. Angrave

The Chairman welcomed  P.C. Taylor and he reported on local burglaries and recent accidents on the Shoby bends.

Mrs. Sleath and Mr. Lomas commented they had received a visit from Kelvin Hannah of E.M.A. Airport Police asking the public to look out for terrorists in connection with low flying aircrafts.  He stated he was willing to come and give 25 minute presentation at P.C. Meeting.    Decided P.C. Taylor contacts Kelvin Hannah and liaise with Clerk.  Discuss further at next Meeting.

P.C. Taylor then left the Meeting.

Mr. Lomas reported on the enjoyable afternoon at the Buckingham Palace Royal Garden Party he attended on 14th July.

The Members had no interests to declare at this stage.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 17th June 2009 were approved and signed.

MATTERS ARISING

War Memorial Posts - The Parish Council discussed whether to replace with new treated wooden posts or scrape back and re-paint existing posts.  Agreed the posts should be white.  Decided Mr. Lomas inspects the posts and makes final decision.  Clerk will then instruct Tony Tomlinson.

Village Green - Mrs. Sleath commented the chains between the white posts need painting.  Clerk to instruct Tony Tomlinson to paint the chains black.  Mrs. Sleath commented branches on the Oak Tree are on the telephone wires.  Decided Clerk contacts B.T. to cut top branches of Oak Tree.

Play Area - Clerk reported on ROSPA Play Area Safety Inspection Report.  Following items require attention:

1.  Algae on pathways.  Clerk to contact Leics. County Council.

2.  Clerk to obtain ownership sign.

3.  Clerk to instruct Tony Tomlinson to repair fence.

4.  Clerk to order new bushes and new football net and Mr. Lomas to replace.

5.  Mr. Easom to enquire if Jamie Cank would be willing to maintain Play Area on regular basis.

6.  Mr. Morris to ask Tony Best to cut Play Area hedge.

LARALC -  Clerk reported she had collected new Charles Arnold Baker Book from Anstey and attended Finance & Audit Training Course.  She reported the Parish Council should not be making gifts to individuals eg. Internal Auditor.  LARALC advised the gift should be taken from the Chairman’s Allowance.  Parish Council agreed   Chairman’s Allowance of £50.00 be allocated in the Budget.

Quality Council ­­- Mr. Easom reported on L.C.C. Rural Partnership Conference recently attended.  Stuart Burgess, Rural Advocate for Countryside, gave interesting talk and commented on Grants available for rural businesses.  Quality Council status was discussed and suggested LARALC attend P.C. Meeting to discuss what is involved and benefits.   Decided circulate “Guide to becoming a Quality Council” and discuss further at next Meeting.

Heritage Warden -  Mrs. Gibbins has received information and said she would be willing to become involved but suggested Alison Halliday would be ideal and good to get someone else involved in village activities.  Decided Clerk contacts Alison Halliday.

Community Forum West - Clerk reported on Meeting with Paul Goodman, Community & Engagement Officer.  £20,000.00 available for funding in community to be spent by March 2011.  Will be decided democratically at Meeting to be held on 3rd September at Ashby Folville.  Agreed Chairman and Laura Smith attend Meeting.

Melton Borough Council - Second Revision of Melton Local Development Scheme.  Circulated and discuss comments at next Meeting

Melton Borough Council - Save our Villages Campaign.  Questionnaire completed.
