MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 27TH JULY 2004 AT GRIMSTON

The Chairman thanked P.C. Page for attending tonight’s Meeting and he reported on recent crimes in the area.  P.C. Page stated he would be happy to report local incidents in Village Life.  Decided Clerk liase with Noreen Johnson.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on the 24th June 2004 were approved and signed.

DECLARATIONS OF INTEREST

Mr. Easom declared an interest to the planning application for The Black Horse, Grimston.

MATTERS ARISING

Play Area Safety Inspection

The Clerk reported Leics. Highways recommend 3 Playground Signs and 3 ‘Slow’ Road Marking Signs and the removal of Bend Sign on Shoby Lane.  Parish Council agreed to recommendations as per Traffic Sign Schedule Sheet dated 12th July 2004.  Clerk to write to Richard Majewicz of Leics. County Council Highways.

Clerk reported ROSPA state fence to right hand side near play equipment requires attention and rusty nail needs removing.  Mr. Lomas to inspect, remove nail and repair goal post socket.

Mrs. Sleath reported glass at bottom of Play Area to be removed by neighbour. 

East Midlands Electricity Safety Team will put black/yellow chevrons on telegraph pole support lines.

Playdale Maintenance & Inspection Team to visit site w/c 9th August.  Mrs. Sleath agreed to attend. 

Playdale to lower cradle seat, inspect split in support of double swing and advise on quantity of cushionfill required.

Mr. Best has cut the hedge near the Play Area.

GAP Fundraising – The Clerk circulated brochures of benches.

The Stocks – The Chairman reported he has received a quotation of £285 plus VAT for repairs.  The Parish Council agree to the repairs and the Chairman to inform Cross & Sansom Ltd. to carry out the work.

Saxelbye Notice Board – The Clerk circulated brochures.  The Chairman to enquire whether

Cross & Sansom Ltd. would repair Notice Board.

The Spring – Mr. Best has completed the work.

Old School, Saxelbye – The Chairman reported on Meeting with Dr. Chris Brooke of Leics. County Council to discuss ownership and possibility of Grants.  The repairs to cracks have not yet been carried out.  Parish Council to make donation on completion of repairs.  

War Memorial Hedge – This has now been cut.

Church Lane, Saxelbye – Clerk has contacted Melton Borough Council and arranged for cul de sac sign to be installed on right hand side going down Church Lane. 

30 mph Sign Grimston – The Chairman reported the 30 mph sign coming in to Grimston should be moved further out of the village before all the houses.  The Parish Council agreed the Clerk writes to Leics. County Council Director of Highways, Transportation & Waste Management requesting an extension of the 30 mph speed limit.

Special Meeting of Melton Borough Council Overview & Scrutiny Meeting.  Now being held on 29th July 2004 at Asfordby Parish Hall.  Mr. Davies agreed to attend.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

B.T. – Removal of Saxelbye Telephone Kiosk.  The Parish Council agreed the Clerk writes to B.T. objecting.  The Grimston kiosk is too far way in an emergency.  Essential when powercut. 

No reception for mobile phones in Saxelbye.  Kiosk is used by employees of The Dairy, lorry drivers, walkers, horse riders & B & B guests.  Facility should be provided even if not profitable.

Parish Council agreed the Clerk writes to Dept. of Culture, Media & Sport asking for the telephone kiosk to be listed.  Chairman to provide photo.

Melton Borough Council – Best Value Performance Plan 2004.  Questionnaire completed.

Melton Borough Council Housing Needs Survey 2004.

Melton Borough Council – Waste Management Task Group Notes, Reports & Evaluation proposals.  Circulated.

Melton Borough Council – Parish Councils Forum Handouts.

PLANNING MATTERS

The Black Horse, Grimston (Application No. 04/00187/FUL).  Approval has been received subject to 5 off street car parking spaces being provided in accordance with amended plans.  The Parish Council agreed the Clerk writes to Melton Borough Council stating they should have been consulted on the amended plans and request copy.  The Parish Council’s local knowledge would have provided important information before decision made.  Right of Way to back of pub is for private use and staff.  Customers do not have access.
