MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 26TH JULY 2005 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 8th July 2005 were approved and signed.

Mr. Easom stated he was surprised the Parish Council had agreed there were no observations to the Planning Application at Windyridge, Grimston.  Agreed the Parish Council should make more comments to Melton Borough Council when considering Planning Applications.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Shoby Crossroads  - Clerk reported Leics. County Council has agreed to introduce fourth cut per year to grass verge at Shoby crossroads to improve visibility.  Mr. Morris commented on ideal new roundabout at Ashwell.  Decided Clerk contact Mr. Ainley of Rutland County Council for details on costs.

Extension of 30 mph Speed Limit Grimston.   Initial Consultation arranged for 28th July at 10.30 am with Dave Marshall of Leics. Highways and representative of Police to discuss speed limit extension on Main Street and Perkins Lane.  Chairman, Mrs. Sleath & Clerk to attend.

Procedure for dealing with complaints.  

Decided the Parish Council should carry on as always and do the best they can.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Leics. County Council -  Grass Bank, Ostlers Lane, Saxelbye.  Decided Mr. Morris asks residents of Saxelbye for their opinions on the cutting of section of bank at the village end of Ostlers Lane.

Mr. Morris to report back to Clerk.  Agreed Parish Council will support cutting of bank if residents have no objections but will not support kerbing.

Melton Borough Council – Village Envelope Consultation.  Chairman and Clerk to attend Briefing Session on 25th August at 7.00 pm.

Melton Borough Citizens Advice Bureau – Request for donation.  Chairman proposed donation of £50.00 from Parish funds – not carried.  Parish Council decided Clerk should invite representative from CAB to speak at the Annual Parish Meeting and then make decision on donation.

Melton Borough Council – Licensed Premises & Parish Council Meetings.  Not relevant.

EXPENSE REVIEW

Chairman commented on the Bank Account balances and consideration should be given to possible items of expenditure. 

Mrs. Sleath reported she had carried out Maintenance Survey for Saxelbye and Grimston and the following items require attention.

SAXELBYE – Rubbish around Notice Board and purchase of new Notice Board.  No donation yet been given to Old School.  Bus Shelter requires repairs and hedge needs trimming.

GRIMSTON – Both Bus Shelters need repairing and ivy removed.  Moles on Play Area.  Pegs required for Goal Post.  Play Area hedge needs cutting.  5 trees in Grimston need lopping.

Parish Council agreed:-

1.      Clerk contact Tony Best and obtain estimate for repairs to Bus Shelters and report back at next

         Meeting.

2.      Mrs. Sleath to ask Tony Best to cut Play Area hedge.

3.      Clerk to instruct Dave Allen to treat moles on Play Area.

4.      Clerk to order 10 goal pegs.

5.      Clerk to contact Brooksby College regarding work to trees in Grimston and report back at next

   Meeting.

6.   Mr. Morris to deal with Notice Board verge at Saxelbye.

7.   Chairman to obtain brochures for new Notice Board at Saxelbye.

PLANNING

Hillside Farm, Grimston.  Application for Consent to Work on Trees.  (For information only).

Melton Local Development Framework.  Draft Melton Statement of Community Involvement: Preferred Options Consultation.   Questionnaire completed for Melton Borough Council.

ANY OTHER BUSINESS

Play Area Fence – Mr. Easom reported Mr. Read is not interested in sharing cost of new fence with Parish Council.  Decided Clerk informs R.O.S.P.A. the Parish Council has consulted with adjacent landowner.  The fence does not belong to the Parish Council and if they wish fence to be repaired they should inform Mr. Read.

Mr. Lomas reported he has spread the cushionfall on the Play Area.  Decided if left 2 years before topping up again, 32 bags should be ordered.
