SHOBY PARISH COUNCIL HELD ON MONDAY 21ST AUGUST 2006 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 17th July 2006 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Work on Trees - Clerk reported Consent to Work on Trees has now been obtained from Melton Borough Council.  Agreed Clerk contacts Paul Ford to carry out work to trees as per estimate received.

Play Area Safety Surface - Mr. Easom reported Nathan is now regularly raking over the surface, weather permitting.   Clerk to e-mail details of estimates for new play surface to Mr. Davies.

White Posts, Saxelbye  - Clerk reported reply has been received from Mike Sheldrake stating Leics. County Council agree to replace the White Posts subject to the Parish Council accepting thereafter the responsibility for the upkeep, maintenance and any issues of liability.  The Parish Council agreed to this request.  Decided Clerk checks with Insurance Company regarding liability and then writes to Leics. County Council requesting reflector on posts.   

PLANNING MATTERS

The Old Goods Yard, Grimston Station, Saxelbye  (Application No. 06/00702/FUL) -  Replacement Office/Stores Building for Goods Operating Centre.  The Parish Council agreed to support the application.

Church Farm, Grimston (Application No. 06/00647/TCA) -  Application for Consent to Work on Trees.  The Parish Council has no objections.

Red House, Grimston - Clerk reported Melton Borough Council has decided enforcement action is not justified regarding the replacement window.

Cedar Lodge, 27 Main Street, Grimston  (Application No. 06/00472/FUL) - Refusal of Planning Permission received.  Letter from Mr. Powderly to be circulated and put on file.

Draft Village Envelope & Important Open Areas Consultation Exercise.  Chairman to attend Melton Borough Council Task Group Meeting to consider Statement of Consultation.  Date yet to be finalised.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Leics. County Council - Adoption of Code of Practice for the Installation, Operation & Removal of Seasonal Decorations.

Voluntary Action Melton – AGM on Tuesday 19th September.  Passed to Chairman.

LRAPLC - Melton Branch Meeting on Tuesday 29th August at Asfordby Village Hall.

Leics. County Council - Shoby House Farm, Shoby.  Diversion of Bridleway Public Notice Order.

Leics. County Council - Consultation on Leics. Minerals Development Framework & Waste Development Framework.  Exhibition to be held at Hoby Village Hall on 6th September 2.00 pm - 7.30 pm.

Community Link Partnership Day - 4th October at Samworth Centre.  Passed to Chairman.

EnCams - Local Environmental Quality Town & Parish Council Guide.  Circulated.

Leics. County Council - Shire Grants.  Passed to Village Hall Committee.

DOG FOULING

The Chairman stated dog fouling in Shoby Lane is a big problem.  Decided Clerk puts note in Village Life and on Notice Board.

ANY OTHER BUSINESS

The Chairman reported Post on Green in front of the Black Horse is loose and the Play Area hedge needs trimming.  Decided Chairman asks Tony Best to carry out work.

Mr. Davies commented the hinges on Saxelbye Notice Board need straightening.

Mr. Davies reported a newsletter “Village Connections” is delivered to Asfordby and other villages and would like more information.  Clerk to make enquiries and report back at next Meeting.
