MINUTES OF THE ANNUAL PARISH MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON THURSDAY 21ST APRIL 2005 AT GRIMSTON

The Chairman welcomed everyone to the Meeting.  He introduced P.C. Tim Page (Rural Beat Officer) and thanked him for the work he had done in the area over the year. 

P.C. Page stated he attends Parish Council Meetings regularly to keep the Parish Council informed of any crimes etc. in the area.  He reported Community Support Officers are now in operation in the Borough.  They have similar powers and similar uniform.  They are given Beat responsibilities and go into the villages.  He stated the Neighbourhood Watch Scheme is very important and asked for volunteers to be part of the official network.  He said it is very important for the public to contact the police regarding crime and anti-social behaviour.  Anything suspicious should be reported to the police – do not think you are wasting police time.  He then asked the public and Parish Council for any questions or comments.

Concern was raised over the speed of vehicles through Grimston and suggested the 30 mph Speed Limit should be extended further out of Grimston towards Saxelbye.  The Chairman commented the Parish Council has suggested this to Leics. County Council.  P.C. Page said any specific problems should be reported to him and he will look into.  Safety at Shoby Cross Roads was discussed and the Chairman reported on the Site Meeting held on Tuesday, 19th April with Mr. Hay of Leics. County Council.  P.C. Page stated road safety is dealt with at Traffic Headquarters.  Member of the public commented it is not always easy to contact the local police by telephone.  P.C. Page reported it is cost effective and more efficient for the telephone network to be centralised. 

Mr. Orson commented the Area Neighbourhood Watch Co-ordinator would be happy to attend a Meeting with the Parish.

The Chairman thanked P.C. Page for attending the Meeting and said the Parish Council would liven up the Neighbourhood Watch Scheme and the Clerk would contact the Area Co-ordinator.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 20th April 2004 were read and signed as a true record by Mr. Morris.

MATTERS ARISING  -  None

ADOPTION OF ACCOUNTS

The Accounts having been circulated, their adoption was proposed by Mr. Cowdell and seconded by Mr. Juba.              

CHAIRMAN’S REPORT

Mr. Morris began by reporting it had been a very busy year and there had been 10 Parish Council Meetings and numerous Site Meetings.  There had been 11 Planning Applications and 6 Applications to Work on Trees to carefully consider.  He stated the A6006 is now open after major carriageway repairs and Leics. County Council will be asked to repair the roadsides due to volume of traffic through Grimston.  The Play Area is inspected quarterly by the Parish Council and annually by ROSPA.  The Play Area is regularly weeded by a kind volunteer.  A new larger Waste Bin is to be put on the Bus Shelter in Main Street, Grimston and a Dog Bin is on order for Shoby Lane, Grimston.  The Chairman commented the Stocks have now been repaired and explained the seat of the stocks has been raised so that it can be used as a bench and be more useful.  He stated several meetings had taken place with Leics. County Council regarding Shoby Cross Roads.  There is only limited funding available for improvements and the Parish Council have recommended Vehicle Activator Signs and Black & White Bollards with reflectors be installed.  The Chairman reported on the Presentation Evening held in January to Mr. Richard Easom for 40 years loyal service to the Parish Council.  He thanked the Clerk for her hard work and help over the past year and Cllr. Bernard Chapman for his work as County Councillor over the past 16 years.  He concluded by thanking everyone for attending the Meeting.

ANY OTHER BUSINESS

Mrs. Stansbie commented the seat to the Stocks has been put too high and would look better if more appropriate wood had been used.  The Chairman commented the bench was more useful higher.  He stated oak had been used for the repairs and will weather and appear more natural after the winter.

The Clerk reported a member of the Parish had complained on the state of the grass verges due to volume of traffic through Grimston during closure of A6006.  Mr. Juba commented Leics. County Council should be congratulated on speed of completing work to A6006.  Decided Clerk writes to Leics. County Council asking them to re-instate grass verges as soon as possible and congratulate them on speed of completing repairs to A6006.

Mr. Morris again thanked everyone for attending and then declared the Meeting closed.

He stated a short Parish Council Meeting would now be held and everyone is welcome to attend.
