MINUTES OF THE ANNUAL PARISH MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 20TH APRIL 2004 AT GRIMSTON

The Chairman welcomed County Councillor Bernard Chapman & Melton Borough Councillor Nigel Angrave to the Meeting. 

Cllr. Angrave, Chairman of Melton Borough Council’s Rural, Economic & Environmental Affairs Committee, then reported on the new waste management scheme.  He stated the main priority is to stop filling land.  It was most important to educate the public to recycle more refuse and reduce landfill.  He said the kerbside recycling box system was now operating smoothly and was a permanent system.  He reported the fortnightly collection of refuse should reduce the amount of black bin waste and consequently reduce costs.  An Assistance Scheme is available for the elderly etc. who are unable to take the bin to the kerb side.  If there is more than 5 in household, 2 black bins can be provided if required.  It is possible for anyone to have more than 1 brown compost bin.  Pink sacks will be provided for properties where bins are not suitable.  He explained the Parish Council would take part in the evaluation of the wheel bin trial and any problems or queries should be reported to Melton Borough Council or direct to himself.  After the 6 month trial, questionnaires will be sent to all households.

He then asked the public for their comments.  Concern was raised regarding the size, smell and sight of the bins.   There was more rubbish in the village and there was litter on the Green.  The lids of the boxes fly about.  Comments were made on the way the Council adopted the new Scheme and the cost.  Cllr. Angrave was asked why plastic was not collected and he replied it could be collected in another box but, at the present time, there was no value.

Mr. Morris congratulated Melton Borough Council on the speed they dealt with a fly tipping incident in the Parish.  He then asked if burning had been evaluated.

Mr. Davies proposed the vote of thanks to Cllr. Angrave.

The Minutes of the Meeting held on 29th April 2003 were read and signed as a true record by Mr. Lomas

MATTERS ARISING

Mrs. Stansbie enquired who made the decision on the type and style of the new play equipment and surface purchased?  She commented the raised boards were unsightly and could be dangerous.  The Chairman reported the equipment was purchased on recommendation from ESPO and all work has been carried out to health and safety requirements.  ROSPA inspect the Play Area annually and the Parish Council make quarterly Health & Safety Inspections.

ADOPTION OF ACCOUNTS

The Accounts having been circulated, their adoption was proposed by Mrs. Stansbie and seconded by Mr. Cowdell.                          

CHAIRMAN’S REPORT

Mr. Lomas began by reporting there had been 10 Meetings in the year and 12 Planning Applications to consider.  The new swings and play surface have been erected and he thanked GAP for donating £1800, Melton Borough Council £453 and the Rural Community Council £900.  ROSPA would make an annual inspection and the Parish Council would carry out quarterly health and safety inspections of the Play Area.  The Parish Council will incur all running costs and it has been agreed no more play equipment will be installed.  He said a new ‘No Parking’ Sign has been put on the Green.

He reported Mr. John Davies has put the Parish Council on the Internet and the address is www.grimstonpc.freeola.com.  The Village Hall and both Churches in the Parish have been supported over the year.  PC Tim Page, Rural Beat Officer, regularly attends Parish Council Meetings to report on local crimes and incidents.  This has proved very useful.  He stated he was privileged to attend the opening of the new Service Centre at Melton Borough Council by HRH Princess Anne.

He thanked his fellow Members for their help and support over the year and thanked the Clerk for her hard work.He concluded by thanking everyone for attending the Meeting.

ANY OTHER BUSINESS

Mrs. Stansbie asked if the Minutes of Parish Council Meetings are on the website.

Mr. Davies stated they would be in the near future.

Cllr. Chapman stated he supports Cllr. Angrave and the new waste management scheme.   He reported he is the representative on the Regional Flood Defence Committee.  He commented the Brentingby Dam has alleviated flood damage

Cllr. Chapman thanked the Parish Council and the local community for their support over the years and stated his successor next year would be Cllr. Joe Orson.  The Chairman then thanked Cllr. Chapman for all his hard work over the years.  The Parish Council and members of the public gave a round of applause.

Mrs. Stansbie commented on the new Planning Application for 1 house at The Cedars, Grimston.  She suggested the Parish Council ask Melton Borough Council for

‘106 Agreement’.  The Chairman stated the Parish Council had only received the Plans today and a site meeting has been arranged for tomorrow to discuss the proposals in depth.  Cllr. Angrave explained a ‘106 Agreement’ is a legal agreement permitting development rights but will only stand for one particular application.  Mrs. Bertram stated she has the same objections as for the previous application.
