MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 19TH FEBRUARY 2007 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 15th January 2007 were approved and signed.

DECLARATIONS OF INTEREST

Mrs. Sleath and Mr. Davies declared an interest to the Planning Application for Nook Farm, Grimston.

MATTERS ARISING

White Posts, Saxelbye  Clerk reported an estimate has now been received from Leics. County Council to re-instate all the white posts for £544.00.  Agreed Clerk applies for Asfordby Mine Environmental Improvement Grant and Parish Council and village of Saxelbye will each contribute 11% of the total cost.  Agreed Leics. County Council carry out work as per estimate.

Highway Matters 

Clerk reported Leics. County Council agree to resurfacing of Perkins Lane and Main Street from the Village Hall to 30 mph but funding not available to continue to Saxelbye Turn.

Clerk reported Leics. County Council has been informed the “slippery road” sign has been erected in wrong place.  Leics. County Council apologised and will move to Main Road towards Grimston and top of Perkins Lane.

Bus Shelters -  Tony Tomlinson has carried out repairs.  Decided Nathan should wood stain both Grimston Bus Shelters and remove nails. 

Chairman stated the Notice Board in Grimston needs varnishing, the seat on Green needs wood staining and the Sign on the Green should be cleaned.  Agreed Mr. Easom instructs Nathan to carry out the work.  The Bench on the Green by the Bus Shelter to be inspected to see if requires wood staining.  

Mr. Easom reported Nathan had cleaned out the Spring and raked over the Play Area Safety Surface.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Ab Kettleby Parish Council - Meeting to be held at Nether Broughton Village Hall on 21st February regarding running and content of Borough Liaison Meetings.  Chairman & Clerk to attend.

LARAPLC - Melton Branch Meeting 27th February.  Clerk to attend.

LARAPLC -  Local Elections 3rd May.  Clerk reported on publicity material received aimed at increasing voter turnout and encouraging local people to stand for election.  Agreed Clerk should put article in Village Life and display on Notice Boards.

LARAPLC - February Newsletter.  Circulated.

Melton Borough Council - ‘Cleaner-Greener”.

Leics. & Rutland Funding Fayre.  Passed to Village Hall Committee.

Leics. County Council - Adoption of Leics. Statement of Community Involvement.  Circulated.

Rural Community Council - Community Consultation & Development Seminar.

NALC - Review of the Quality Town & Parish Council Scheme.

ENABLE Partnership Event.

Mayor’s Appeal Quiz Evening & Supper.

LOROS - After lengthy discussion it was agreed to keep to the policy of not donating to charity from Parish Funds.

Melton Borough Council - Invitation to film about global warming & climate change “An Inconvenient Truth”.  Clerk to inform M.B.C. all 5 Parish Councillors would like to attend.

Audit Commission - Appointment of External Auditor.

Dept. for Communities & Local Government.  Revised Model Code of Conduct for Local Authority Members.  Circulated.

Leics. County Council - Mobile Library Service.

PLANNING MATTERS

The Chairman handed the Chair to Mr. Easom (Vice Chairman).

Nook Farm, Shoby Lane, Grimston  - (Application No. 07/00107/FUL)  Proposed new two-storey dwelling.  Decided Clerk writes to Melton Borough Council with same observations as previous application (06/01170/FUL).  This application will still dominate entrance to village.  The Parish Council do not want village to be extended but are not adverse to “infilling”.  Because so much interest from village, Parish Council request application to be considered by Development Committee and hold a Site Meeting.  Letter to state the buildings are not redundant.  Clerk to inform Cllr. Angrave to request a Site Meeting by Development Committee.

Mrs. Sleath took over as Chairman

Brook Farm, Saxelbye  - (Application No. 07/00063/TCA) Application for Consent to Work on Trees.  The Parish Council agreed to support the application.

27 Main Street, Grimston - Planning Inspectorate has dismissed the appeal.

Ashlea, 7 Perkins Lane, Grimston - (Application No. 06/01056/FUL).  Approval of Planning Permission received.

ANY OTHER BUSINESS

Annual Parish Meeting - Decided Clerk invites Penny Coates, Managing Director of East Midlands Airport, as Guest Speaker.  If not available invite new Melton Police Commander.  Suggested dates

Thursday 26th April, Monday 30th April, Wednesday 2nd May.
