MINUTES OF THE ANNUAL MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON TUESDAY 18TH MAY 2004 AT GRIMSTON

The Chairman thanked P.C. Page for attending tonight’s Meeting.  He reported that over the last 50 days, only 1 crime (car theft) had been reported in the Parish.   He stated crime is down from last year.  Mr. Davies enquired about pedlars.  P.C. Page reported the Force website is undergoing changes and there are amendments to the Firearms Act regarding imitation firearms. 

P.C. Page then left the Meeting.

ELECTION OF OFFICERS

Mr. Edward Morris was elected Chairman, proposed by Mrs. Sleath and seconded by

Mr. Easom.

Mr. John Davies was elected Vice Chairman, proposed by Mr. Easom and seconded by

Mr. Lomas.  Mr. Davies thanked the Parish Council.

Mr. Morris thanked Mr. Lomas for his hard work during the past year as Chairman.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on the 30th March 2004 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Contact Sign for Play Area - The Clerk reported she has now obtained the Sign and it was agreed Mr. Lomas would display on the Play Area.

Drains outside The Old Stocks and The Green  - Highways Dept. has now dealt with the problem but decided to monitor carefully for future.

The Spring – Mrs. Sleath reported this needs cleaning out urgently.  The Parish Councillors to set date to carry out work.

The Stocks – Mr. Morris reported he would obtain an estimate for repairs from Phil Senior of Wymeswold.

Repairs to Old School, Saxelbye – Mr. Morris declared an interest.  Mr. Easom enquired on the ownership of the School.  Mr. Davies proposed donation of £100 for repairs to cracked wall and

Mr. Lomas seconded.  Agreed.

MATTERS ARISING – ANNUAL PARISH MEETING

It was agreed the Minutes of Parish Council Meetings would be put on the website.   Minutes not signed and approved to be headed “Unapproved Minutes of last Meeting”.

Decided the Clerk would report Annual Parish Meeting in Village Life. 

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Melton Borough Council – The Parish Councillors signed the Updated Register of Members’ Interests Forms.

GAP – Asking for suggestions for funds raised.  Decided Clerk writes to Mr.Gant inviting him to next Parish Council Meeting to discuss matter.

Melton Borough Council – Bin Trial Evaluation criteria.

LARAPLC – Update & Event Notification.  Mr. Morris & Mr. Easom to attend AGM at

Barkby Village Hall on 17th June at 7.00 p.m.

Parish Council Liaison Meeting – 29th June at Council Offices at 7.00 p.m.  Mr. Morris &

Mrs. Sleath to attend.

LARAPLC – Melton Brach AGM – 25th May at Council Offices at 7.30 p.m.  Mr. Morris to attend if convenient.

Leics. & Rutland Playing Fields Association – Training Course.

Highways Agency – Widening of M1 Junctions 21-30.

The Countryside Agency – Vital Village Programme 2004/05.

Leics. County Council Events Guide Booklet – Circulated.

European Parliamentary Election – 10th June.

Audit of Community Transport – Clerk to complete questionnaire.

Precept of  £2000.00 has been paid into Bank. 

The relevant sections of the Annual Return were completed and signed by the Chairman and Clerk and now ready for the internal audit.  The Annual Return to be returned to External Auditor by 30th June 2004.  The Clerk reported Mr. Rhodes was prepared to carry out Internal Audit.  Agreed Clerk purchase bottle of whisky for Mr. Rhodes.

PLANNING MATTERS

Since the last Meeting the following Plans have been considered.

Shoby Lodge Cottage, Shoby (04/00278/FUL) - Alterations and extension.  No observations.

Church Farm, 16 Main Street, Grimston (04/00299/LBC) - Repair/replace 3 windows.

No observations.

The Cottage, 19 Main Street, Grimston (04/00199FUL & 04/00200/LBC) - Letter sent to Melton Borough Council giving observations.  Application refused on 4th May.

Allotment Gardens, 27 Main Street, Grimston (04/00262/FUL) – Letter sent to Melton Borough Council giving observations, requesting Site Meeting and asking to be considered by full Committee.  Mr. Lomas reported Planning Officer recommends refusal and has suggested Application be withdrawn and resubmitted after consultation with Planning Dept.

Melton Local Development Framework User Satisfaction Survey.  Clerk to complete.

ANY OTHER BUSINESS

Mrs. Sleath reported the Church Bank requires mowing.  Clerk to write to Highways Dept.

Mr. Easom suggested Parish Council should recognise outstanding achievements of 2 residents of Grimston.  Agreed Clerk writes to Tony Fowler congratulating him on his commitment to community service and action in connection with recent car theft.  Agreed Clerk writes to

Zoe Phillips congratulating her on success in London Marathon and funds raised for charity. 

Mr. Davies suggested more benches could be placed around the Parish.  Decided to discuss at next Meeting.

The Clerk reported Saxelbye Notice Board requires attention.  Decided to discuss at next Meeting.

Mr. Davies reported he has approached Grimston Gardeners regarding putting flowers around village.  The Parish Council agreed this was not feasible.
