MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE ANDSHOBY PARISH COUNCIL HELD ON WEDNESDAY 17TH JUNE 2009 AT SAXELBYE

Cllr. J. Orson P.C. Martin Taylor & Lynn Haynes APOLOGIES - None The Chairman welcomed everyone to the Meeting. P.C. Taylor and Lynn Haynes reported there has been very little crime in the area. The Parish Council asked regarding speeding traffic and accidents on the Shoby Bends. Cllr. Orson stated statistics have been received from L.C.C. Accident Investigation and Prevention Manager stating there has been 63% reduction in accidents since improvements at Shoby Crossroads and 53% reduction in accidents on Shoby Bends. However analysis has shown accidents are still continuing at Shoby Lodge Bends and improvements are being included in future capital programme. P.C. Taylor & Lynn Haynes then left the Meeting. DECLARATIONS OF INTERESTThe Members had no interests to declare at this stage.MINUTES OF THE PREVIOUS MEETINGThe Minutes of the Meeting held on 11th May 2009 were approved and signed. MATTERS ARISINGStanding Orders - The Clerk handed out copies of the adopted Standing Orders to the Parish Councillors for reference. Saxelbye Phone Box - Clerk reported been informed by B.T. the kiosk and telephone facility will remain. Melton Borough Council objected to the removal of the kiosk and under Ofcom Regulations, an existing public payphone facility cannot be removed without approval from the local authority. Decided Clerk puts note in Village Life explaining Saxelbye Phone has been saved and cash facility being removed from Grimston Phone Box. Play Area - Mr. Lomas reported ROSPA Annual Inspection has been carried out and informed by Inspector bark was better than rubber matting. More bark needed and new bushes required for swings. Clerk to order cushionfall. Clerk to put advert in Village Life for person to regularly maintain Play Area safety surface. Decided Parish Council discusses other requirements at next Meeting after receipt of Safety Report. LARALC - Laura Smith reported on Melton Branch AGM Meeting attended. Melton Borough Council - Standards Committee Training - Mr. Easom and Laura Smith reported on Training Session attended. CORRESPONDENCE The following items were brought to the attention of the Council:- Melton Borough Council - Rural Affordable Housing Conference. LARALC - Training Schedule & A.G.M. East Midlands Regional Assembly - Regional Plan Partial Review. Workshop. Melton Borough Council - “Playbuilder” Project. Voluntary Action Leics. - Launch of new services in District.

Clerk to deliver letter of thanks and bottle malt whisky to John Rhodes. PLANNING MATTERS Bumble Cottage, Main Street, Grimston (Application No. 08/00966/CLL). Certificate of Lawful Use or Development (Proposed) received. The Barn, 1A Perkins Lane, Grimston (Application No. 09/00211/FUL & 09/00214/CON). Approval of Planning Permission and Conservation Area Consent received. The Black Horse, Grimston (Application No.09/00256/FUL). Approval of Planning Permission received. Laura Smith commented Melton Borough Council had not informed the Parish Council of amended plan to put extra window in 31 Main Street, Grimston. Agreed Clerk writes letter to Melton Borough Council, asking to explain procedure how Parish Council can monitor Planning Applications if not informed of amendments. ANY OTHER BUSINESS
Mr. Easom reported Tony Tomlinson has been instructed to repair and paint the white posts on Village Green and around the War Memorial. The Clerk to report the following to Highways:- 1. Big Pot Hole at Shoby Crossroads on corner from Old Dalby to Melton. 2. Pot Hole at Tunnel Top on left inside bend from Asfordby. 3. Pot Hole by Grimston Church on Saxelbye side of Church.
Saxelbye School - Mr. Morris reported the electrical rewiring has now been completed and submitted the invoice of £805.00 + VAT. He thanked the Parish Council for agreeing to pay for the work. DATE AND VENUE OF NEXT MEETINGMonday 27th July 2009 at 7.30 pm at Saxelbye.
