MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 17TH JANUARY 2006 AT SAXELBYE

The Chairman welcomed P.C. Martin Taylor, Cllr. Orson & Mr. Chapman to the Meeting. 

P.C. Taylor reported on a recent theft in Grimston.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 8th December 2005 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Model Contract of Employment  - The Clerk submitted copy from LRAPLC.  Chairman to look at and report back at next Meeting.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Grimston Village Hall – Asking Parish Council to support improvement project.  Agreed Clerk confirms in writing the Village Hall is essential to the Parish Council and the whole community.

Cllr. Orson suggested Village Hall contact Leics. County Council re. Shire Grant.  Mrs. Sleath to liaise.

LRAPLC – Local Council Audit Regime.  NALC Survey - Clerk to complete.

Melton Borough Council Wheeled Bin Collection Calendar.

Leics. Waste Management Partnership Magazine – Circulated.

Office of the Deputy Prime Minister – Standard of Conduct in English Local Government: The Future.

NEMA – Public Exhibition Timetable.  Decided Clerk writes asking for Consultation to be held in local area.

Leics. Highways – Routine Annual Inspection.  Decided Parish Council will carry out own survey in Spring on state of roads in Parish. 

Clerk to inform Melton Borough Council the roads in Grimston and Saxelbye need sweeping urgently.

Melton Borough Council – Environmental Action Team.

Rural Community Council – Best Village Competition.

Leics. County Council – Main St. & Perkins Lane 30 mph Speed Limit Order.

PLANNING MATTERS

Pro-forma for Consultation on Planning Applications – Clerk to write to Melton Borough Council confirming the Parish Council support ‘pro-forma’.

The Red House, Grimston – Approval of Planning Permission & Listed Building Consent received for porch, lean-to to rear, garden wall in garden and door in western porch.

The Old Rectory, Saxelbye – Listed Building Consent received.

The Stocks – Clerk reported Listed Consent required for work on Stocks.  Clerk to contact Mr. Spooner to arrange site visit.

Asfordby Wind Farm Public Exhibition – Leaflets etc. circulated

Village Envelope Consultation  - Chairman & Clerk to liaise re. summary of comments received.

BUS SHELTERS – Repairs have still not commenced.  Decided Mr. Best must confirm start date by next

Meeting.

WORK ON TREES – Clerk to contact Mr. Spooner to arrange site visit.

ANY OTHER BUSINESS

Mr. Morris reported the white posts by Webster’s Dairy need repairing.  Clerk to contact Highways Dept.

Dog Fouling – Mrs. Sleath asked Clerk to put notice in Village Life  - “Please Use Dog Bin”.

Chairman asked Clerk to put website address in Village Life.

Annual Parish Meeting – Mr. Easom suggested Parish Council invite a Planning Officer from Melton Borough Council. Clerk to make enquires with Planning Dept.  Chairman commented earlier in year Parish Council had decided a representative of C.A.B. would attend.  Discuss further at next Meeting.

Annual Parish Meeting to be held on 20th April 2006 at 7.30 p.m. at Grimston Village Hall.

DATE AND VENUE OF NEXT MEETING

Monday 13th February at 7.30 pm at Saxelbye.
