MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 16TH NOVEMBER 2004 AT SAXELBYE

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on the 12th October 2004 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

The Chairman reported Mr. Davies had sent a letter of resignation stating it was difficult for him to attend Parish Council Meetings due to work commitments.  Mr. Easom commented Mr. Davies was a valuable member of the Parish Council and his resignation should not be accepted.  He should be encouraged to stay on until next Election.  Parish Council agreed Chairman visits Mr. Davies and asks him to reconsider his resignation.

MATTERS ARISING

Saxelbye Telephone Kiosk – Clerk reported Dept. of Culture, Media & Sport state the telephone kiosk lacks the necessary architectural significance for Listing.  Clerk has contacted Dept. pointing out the kiosk is in a Conservation Area and will report further at next Meeting.

Highway Matters – Pot holes at Shoby have been dealt with.  Highways Dept have stated they will cut verges by Rosary Farm, Saxelbye, but the damage to bank is not significant but will monitor.

Jamie Needham of Highways Dept. will contact occupiers of Rosary Farm.

Nottingham East Midlands Airport.  Re-consultation exercise is being carried out for proposed changes to controlled airspace.  Comments to be received by 10th January 2005.  Public Exhibition being held at Burton-on-the-Wolds on 23rd November.  Chairman and Mr. Lomas to attend.

Twin Wheel Bin Refuse Collection – Mr. Orson reported Melton Borough Council had agreed the wheel bins will stay and be introduced in the whole Borough.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Leics. County Council – Provision of Salt Bins.  Agreed not necessary in Parish.

Leics. County Council – Local Highway Service.  Questionnaire completed.

Leics. County Council – Invitation to Launch of Asfordby Off Site Environmental Improvement Scheme.  Chairman, Mr. Easom & Mr. Lomas to attend.

Melton Borough Council – Local Parish Meeting at Old Dalby on 8th December.  No one available to attend.

Rural Community Council – Parish Plan Seminar at Melton Council Offices on 22nd  November. No one available to attend.

Leics. Rural Partnership – Parish Council Website Training Course.

Office of Deputy Prime Minister – New Ethical Framework Regulations.

Environment Agency – Soar Catchment Abstraction Management Strategy.  Circulated.

Melton Borough Council – Comprehensive Performance Assessment.  File.

LAPLC – October & November Update.  Agreed Chairman is Branch Delegate.  Clerk to attend Clerks Course on 22nd November at Uppingham.

Quality Council Handbooks circulated.

Leics. County Council – Leics. Local Transport Plan.  Circulated

Hoe Down – 27th November in aid of Mayor’s Appeal.

Macmillan Cancer Relief -  Letter of thanks for organising World’s Biggest Coffee Morning.

Parish Council Precept Form 2005/2006 received from Melton Borough Council.  Clerk submitted draft budget.  Agreed discuss at next Meeting.

PLANNING MATTERS

Brook Farm, Saxelbye – Remove existing Implement Store and Replace.  Parish Council has no observations.

19 Main Street, Grimston.  Clerk reported Application has been approved without garage.  Planning Permission is not required for hard standing area or to put in access because on unclassified road.  Parish Council agreed to closely monitor.      

Cedar Lodge, 27 Main Street, Grimston. Letter received from Melton Borough Council stating Conditions 8 & 11 regarding access drive were recommended on the grounds of highway safety on advice from Leics. County Council Highway Authority.  Agreed keep letter on file for future reference.

Melton Borough Council – Planning /Workshop Event on 27th January at 6.30 pm.  Clerk to inform Planning Dept. there will be 5 representatives.

Melton Borough Council – E-mail Alerts for Planning Policy Updates.  Clerk to receive information via e-mail.

ANY OTHER BUSINESS

Request has been received from resident in Saxelbye for 2 signs stating “Please Keep off grass verge”.  Parish Council agreed the verge is part of highway and complaint should be passed to Highways Dept.  Clerk to put in Village Life polite reminder to horse riders not to ride on grass verge in villages.

The Chairman thanked the Members of the Public for attending the Meeting.
