MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 15TH OCTOBER 2007 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 3rd September 2007 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.                                                                     

MATTERS ARISING

Stocks  -  Clerk reported received old photos of the Stocks from Mr. Davies and Site Meeting has been arranged with Mr. White, Mr. Spooner & Mr. Rowley on 24th October to confirm repairs and funding.

Drain by Village Hall - Mrs. Sleath reported the drain has not been unblocked.  Clerk to again inform Highways.

The Chairman welcomed P.C. Martin Taylor.  He stated there has been no crime to report in the Parish.  He was disappointed there has been no response to his article in Village Life asking for Neighbourhood Watch volunteers.  He would like 2 representatives in Grimston, 1 in Saxelbye and 1 in Shoby.  The Chairman stated the Parish Council would make enquiries.  P.C. Taylor then left the Meeting. 

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Leics. County Council  -  Sections 118 & 119 Highways Act 1980.  Application for the diversion of part of Footpaths H24, H26 & H27A Saxelbye.  The Parish Council has no objections and supports the diversions in the interest of the landowner and common sense.

Melton Borough Council - Code of Conduct & Standing Orders.  Clerk to liaise with Mr. Davies & draft new copy of Standing Orders for Parish Council.

Nether Broughton & Old Dalby Parish Council - Borough Liaison Meeting to be held on 31st October.  Parish Council unable to attend,  RAF Civic Reception held the same evening.

DEFRA - Ways to tackle climate change.  Circulated.

Melton Borough Council - Members Quarterly Enforcement Case Reports.  Circulated.

PLANNING MATTERS

16 Main Street, Saxelbye - First Floor Extension to Existing Dwelling.  (Re-submission of Planning Permission 07/00791/FUL).  (Application No. 07/01064/FUL).   The Parish Council support the application.

Grimston Lodge Stud, Grimston - Refusal of Planning Permission received.  The Parish Council decided Clerk writes to Melton Borough Council stating this has been a busy entrance in past with horses and horse boxes and there have been no problems.  As far as the Parish Council is aware, there has never been an accident and there is good visibility both ways.  It is a small scale, low cost development and Parish Council surprised has been refused.  Copy of letter to be sent to Cllr. Angrave.

ANY OTHER BUSINESS

Complaint has been received of lorries traveling to/from Old Dalby and shortcutting through Grimston.  Decided Clerk puts article in Village Life asking if others have noticed heavy vehicles contravening weight limit of 7 ½  tons traveling through Parish except for local access.

The Chairman thanked Mr. Cowdell for attending the Meeting and he updated the Parish Council on proposed floor repairs to Village Hall.   The Chairman stated the £2000.00 donation from the Parish Council is available when required.

Remembrance Day Wreath  - Mrs. Sleath to arrange.

Saxelbye Bus Shelter - Mr. Morris reported school children in Saxelbye have requested a wooden seat be installed in the Bus Shelter.  The Parish Council agreed to request and Tony Best to carry out.

DATE AND VENUE OF NEXT MEETING

Monday 19th November 2007 at 7.30 pm at Grimston.

Meeting to be held in December provisionally agreed for Monday 17th December.
