MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 15th MARCH 2005 AT GRIMSTON

13 Members of the Public

The Chairman welcomed Mr. Mike Sheldrake, District Engineer of Leics. County Council based at Melton Mowbray.  He reported on the proposed closure of A6006 from Shoby Village to Shoby Crossroads.  He clarified the information reported in the local press and apologised for not consulting the Parish Council.  The work will commence on 4th April 2005 to strengthen the eastern side of the carriageway.  Leics. County Council is conscious of the difficulties the closure of the road will cause and a risk assessment has been carried.  The traffic will be diverted at Shoby Crossroad along the Saltway and on to Nottingham Road. The members of the public and Parish Council pointed out their concern of the volume of traffic through Grimston and made several suggestions -  One way system through Grimston, Temporary Weight Restriction Order, Horse Establishments be informed.

Cllr. Chapman enquired on the progress of the proposed 7.5 Tonnes Weight Restriction Order. 

Mr. Sheldrake stated this should be in place by early summer.

The Chairman thanked Mr. Sheldrake for attending the Meeting.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on the 8th February 2005 were approved and signed.

The Members had no interests to declare at this stage.

MATTERS ARISING

Shoby Crossroads – Letter received from Leics. County Council stating they will keep Parish Council informed of further developments for improvements to Shoby Crossroads.

Asfordby Mine Environmental Improvement Grants -  Mr. Easom reported Mr. Read agrees in principle to share the cost of new fencing at the top of the Play Area.  To be discussed further at next Meeting.

The Stocks – Chairman reported the work to the Stocks is to be finished tomorrow.

PLANNING MATTERS

Windyridge, 16 Shoby Lane, Grimston (Application No. 05/00095/FUL) – Replacement of existing dwelling & garage.  The Chairman asked the members of the public for their views on the application.  Concern was raised that the garage was very large and tight restrictions must be made to revert back to garage, contemporary design not in keeping with village.  The Parish Council agreed 3 to 1 to request Planning Committee consider the application if Officers recommend approval.  Clerk to write to Planning Dept. stating the application appears to be contrary to planning policy and the design is inappropriate.

Cedar Lodge, 27 Main Street, Grimston (Application No. 05/00183/FUL) – Erection of detached dormer bungalow.  2 letters of objection received.  Members of the public expressed their views on the application.  The Parish Council agreed the new plans address the criticisms of previous applications and decided they have no observations.

Melton Local Development Framework – Development Site Criteria Discussion Paper.  Circulated.  Questionnaire to be completed.

Melton Local Development Framework – Draft Statement of Community Involvement.  Parish Council had no comments to make.

The following items were brought to the attention of the Council:-

Nottingham East Midlands Airport – Changes to Controlled Airspace.

Melton Borough Council – Annual Parish Council Liaison Meeting on 30th March at 7.00 pm at Council Offices.  Chairman and Mrs. Sleath agreed to attend.

Melton Borough Council Housing Needs Assessment 2004.

Melton Borough Council – Grounds Maintenance Service Review.  Clerk to contact Melton Borough Council before completing questionnaire.

Melton Borough Council – Burial Grounds Survey.  Passed to Church.

Leics. County Council – Civic Cemeteries.  Not relevant.

Rural Community Council – Community Consultation Seminar.

Rural Community Council – Leicester Mercury Best Village Competition.

Welland SSP Ltd. – Pathfinder Project.

Macmillan Cancer Relief -  Agreed to keep to policy of not donating to charity from Parish Funds.  Mrs. Sleath & Clerk will again organise World’s Biggest Coffee Morning in September.

Clerk informed the Parish Councillors they should go into HSBC Bank with 2 identifications for authorisation of new Mandate Form.

D0G FOULING – Mrs. Sleath proposed a dog waste bin should be put on Shoby Lane, Grimston.  The Parish Council agreed Clerk purchases red dog waste bin and Tony Best to install above Nook Farm entrance.

ANY OTHER BUSINESS

Complaints have been received of tyres being dumped up Perkins Lane.  Clerk to report.

Grimston Post Box – Mr. Davies commented the Post Box in Grimston is not practical.  It is not possible to put large envelopes in.  Clerk to make enquiries and report back at next Meeting.

Faulty Street Light on Perkins Lane, Grimston.  Clerk to report to ABB Ltd.

DATE AND VENUE OF ANNUAL MEETINGS

Annual Parish Meeting - Tuesday, 21st April 2005 7:30pm at Grimston. (This meeting was planned for the 19th April 2005 but it has been moved owing to a clash with the MBC Planning meeting).  Decided Clerk arranges for Cllr. Angrave to attend if convenient. 

Annual Parish Council Meeting - Wednesday, 4th May 2005 at 7.30 pm at Grimston.
