MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 15TH JANUARY 2007 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 4th December 2006 were approved and signed.

DECLARATIONS OF INTEREST

Mrs. Sleath and Mr. Davies declared an interest to the Planning Application for Nook Farm, Grimston.

The Chairman welcomed the members of the public and Cllr. Orson to the Meeting.  She said the Planning Applications would be discussed first and handed the Chair to Mr. Easom (Vice Chairman).

PLANNING MATTERS

Nook Farm, Shoby Lane, Grimston  - (Application No. 06/01170/FUL) Erection of a two-storey dwelling).  Mr. Easom asked the members of the public for their views on the application.  Concern was raised that the proposed dwelling would dominate and extend entrance to village, interfere with privacy of neighbours, access will be shared, Lane not suitable for increase in traffic, Application poorly presented. 

The Parish Council decided Clerk writes to Melton Borough Council stating:-

(1)  Following Village Envelope Consultation, P.C. recommended village envelope be brought in to

      exclude this site.  Building on this land would extend the village perimeter and contravene the idea

      of “infilling”.

(2)  Dwelling would dominate the entrance to the village and surrounding properties.

(3)  Within Conservation Area and out of character with the surrounding area.

(4)  Entrance onto Shoby Lane is single track lane and not suitable for increased traffic.

(5)  Site Meeting necessary by Development Committee.

Mrs. Sleath took over as Chairman

23 Main Street, Grimston  - (Application No. 07/00014/FUL) Erection of a Conservatory to the south west corner of the dwelling.  The Parish Council agreed to support the application.

MATTERS ARISING

White Posts, Saxelbye - The Parish Council agreed to the positioning of the White Posts as confirmed by residents of Saxelbye.  Decided Clerk submits location plan to Leics. Highways and obtains estimate.  Agreed Clerk liaises with Leics. County Council and applies for Asfordby Mine Environmental Improvement Grant.

Highway Matters - Clerk to enquire with Leics. Highways who authorised “slippery road” sign to be erected at bottom of Saxelbye Park and why Parish Council had not been informed?

Clerk reported letter received from Leics. County Council stating re-surfacing of corner by Village Hall and Perkins Lane will be included in programme of works for next financial year.  Decided Clerk writes to Mike Sheldrake and requests complete re-surfacing from Saxelbye Turn through Grimston. 

Clerk to inform Highways of deep pot hole at top of Perkins Lane.

Bus Shelters -  Chairman reported the repairs have still not been carried out to Bus Shelters in Grimston and important they are dealt with as soon as possible.  Mr. Morris stated Tony Best would be unable to carry out repairs at present time.  Clerk and Mr. Easom to liaise to find local person able to carry out work and supply estimate.

Mr. Morris stated the roads need to be swept in Saxelbye and Grimston.  Clerk to inform Melton Borough Council.

Clerk to inform Highways of leaking drain on crossroad by Church Lane, Saxelbye.

Clerk to inform Highways of leaking land drain on Main Street, Grimston outside Church entrance.

Chairman stated the Spring needs to be regularly cleaned out and kept tidy.  Decided Nathan would regularly carry out this work.  Mr. Easom to liaise and inform Parish Council of hours worked.
