MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 14TH JUNE 2005 AT GRIMSTON

The Chairman welcomed everyone to the Meeting and congratulated Cllr.Orson on being elected as County Councillor for the area.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 4th May 2005 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Shoby Crossroads & Bends  Cllr. Orson reported that funds have now been allocated for major improvements to the Bends at Shoby.  Priority as 19 reported accidents in last 3 years. Speed activator Warning Signs are to be put on first bend from Asfordby and from Shoby Crossroads before Shoby Turn.  Also 4 speed activator Deviation Signs to be put up and the road will be re-laid with skid resistant surface. 

County Council has identified speeding traffic from Asfordby is main cause of accidents at Shoby Crossroads and Speed activator Warning Sign will be put up on Asfordby side of crossroads.  This work will be carried out this year on assumption power supply is laid on.  Visibility would be improved from Old Dalby if Bush at Crossroads was removed and grass verge was cut wider.  Agreed Cllr. Orson informs Mr. Sheldrake tomorrow to carry out this work and Clerk to confirm in writing.

Grass Verges & Pot Holes – Clerk reported Leics. County Council has stated they do not intend to carry out immediate repairs to grass verges in Grimston.  Chairman stated Parish Council should carry out survey of grass verges in Parish.

Clerk to inform Leics. County Council of pot hole by bridge on right hand side from Saxelbye to Asfordby and pot hole outside Webster’s Dairy.

Play Area Safety Inspection – Clerk reported R.O.S.P.A. has carried out Annual Inspection.  Clerk to order 25 bags cushionfill to be delivered to Play Area.  Mr. Lomas to top up play surface and check goal post sockets.  Mr. Easom to liase with Mr. Read regarding new fence at Play Area and report back at next Meeting.

Melton Borough Council – Code of Conduct for Members, High Hedges & Temporary Stop Notices.

LRAPLC – May Update.  Agreed Chairman and Vice-Chairman will be 2005/6 representatives.

Leics. Crimestoppers.

Leics. County Council – VE/VJ Service of Commemoration.  Chairman agreed to attend.

C.V.S. Summer Event – 7th July at Waltham-on-theWolds.

The Clerk reported the Annual Return had been completed and internally audited by Mr. Rhodes.  The Chairman and Clerk signed the relevant sections and the Clerk to return to the External Auditor by

30th June 2005.  Agreed Clerk purchases bottle of whisky for Mr. Rhodes.

PLANNING MATTERS

7 Perkins Lane, Grimston (Application No. 95/00442/FUL. Alterations and Extensions to existing dwelling.  Site inspection has been carried out.  The Parish Council has no observations.

Asfordby Wind Farm – Scoping Report.  The Parish Council has no comments at the present time.

Red House, Grimston.  Chairman reported that he had spoken to the owners of the Red House and that they had confirmed that the windows that are the subject of the complaint had been approved by English Heritage during a planning application about five years ago.  Mrs. Sleath said she was unhappy with the way that this matter had been handled, as she believed she was identified as the source of the complaint and asked for an apology from the Chairman.  The Chairman assured her of his support and that she had not been named as the complainant in this matter.  Reported the Chairman in future should take no formal or informal action without first consulting other members of the Parish Council.  This instruction, if approved, would naturally apply to all members of the Parish Council.

The Parish Council decided the Clerk writes to Melton Borough Council asking for their comments stating the window at the Red House appears to be out of keeping in a Listed House.  

E-mail Alerts for Planning Policy Updates.  Melton Borough Council has decided not to provide regular policy updates by email.

N.E.M.A. –CHANGES TO CONTROLLED AIR SPACE

Cllr. Orson commented Leics. County Council supports de-regulating night flights.  The members of the public were asked for their comments.  There have been no complaints from the parish.  Decided to monitor for future.

ANY OTHER BUSINESS

War Memorial post needs replacing.  Agreed Mrs. Sleath ask Richard Sleath to carry out work.
