MINUTES OF THE ANNUAL MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 14TH MAY 2007 AT GRIMSTON

DECLARATIONS OF ACCEPTANCE OF OFFICE

The Parish Councillors signed the Declaration of Acceptance of Office Forms.  The Clerk handed out the Register of Members’ Interests Forms and reported they must be completed and returned to Melton Borough Council by 31st May.

The Chairman welcomed the public and Cllr. Orson.  She then invited the members of the public to speak.

Land adjacent to 27 Main Street, Grimston  -   The members of the public expressed their views regarding the planning application for one dwelling (No. 07/00398/FUL).  Inaccurate measurements on plan.  Dwelling is nearer to 31 Main Street than any other application submitted and will have more impact.   Previous refused application quoted as “unneighbourly development”.  Concern regarding access.  Extra vehicle movements more likely to cause accidents and there is scope for setting back gates at planning stage.  Applicant should co-operate with neighbours to prevent accidents.  Hedge by 31 Main Street should be preserved and if approved should be planning condition.

The Chairman thanked the members of the public for their views and stated the Parish Council’s observations would be submitted to Melton Borough Council. Clerk reported the application would be considered by Development Committee in June.  Members of the public then left the Meeting.

ELECTION OF OFFICERS

Mr. Richard Easom was elected Chairman proposed by Mr. Davies and seconded by Mr. Lomas.

Mr. Tony Lomas was elected Vice Chairman, proposed by Mr. Easom and seconded by Mr. Morris.

Mr. Easom thanked Mrs. Sleath for past year as Chairman and presented her with a bouquet of flowers in recognition of her 30 years service on the Parish Council.  Mrs. Sleath thanked the members and Clerk.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 2nd April 2007 were approved and signed.

MATTERS ARISING - None

MATTERS ARISING - ANNUAL PARISH MEETING

The Clerk reported a letter of thanks has been sent to Mr. John Frogatt, Director of East Midlands Airport for his interesting Talk.

Trees - The Parish Councillors decided to arrange a site meeting on the Village Green.

Play Area - Clerk reported ROSPA Safety Inspection will be taking place in May and the surface should be raked.  Chairman asked the Clerk to contact ROSPA to find out date of Inspection and arrange for member of Parish Council to be present to discuss existing safety surface.

Decided Clerk contacts ESPO for 2 estimates for rubber matting and obtain more information on grant funding.  Discuss further at next Meeting.

Street Light by Bus Shelter, Grimston  - Mrs. Sleath to contact Mr. Tomlinson to paint rusty column with hammerite.

Bus Shelter, Saxelbye - Mrs. Sleath commented the slats holding the felt on the roof are rotten and roof needs re-felting on road side.  Mr. Tomlinson to look at Bus Shelter to decide what repairs are necessary.

Mrs. Sleath proposed a waste bin should be provided on the Bus Shelter.  Agreed Clerk orders green waste bin

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Adoption of New Model Code of Conduct - The Clerk reported the new Code of Conduct must be adopted by 1st October and a new more detailed Register of Member’s Interests Form will then need to be completed.  Clerk circulated copies to Parish Councillors to read and discuss at next Meeting.

Melton Borough Council - Surplus Play Equipment.

LRAPLC - Melton Branch AGM.  Tuesday 22nd May.  Chairman to attend if convenient.

LRAPLC - May Newsletter.

Leics. Crimestoppers - Agreed to keep to policy of not donating to charity from Parish Funds.

Leics. & Rutland Playing Fields Association - Playgrounds Inspections Training Courses.

Postwatch - Post Office closures.

The Clerk reported the Annual Return has been completed and the Chairman & Clerk signed the relevant sections.  Mr. John Rhodes has agreed to carry out Internal Audit.

In accordance with auditing standards, the Clerk provided members with a copy of letter from

UHY Hacker Young together with enclosed “2007 Annual Returns - Important Practical Points”.

PLANNING MATTERS

Land Adjacent to 27 Main Street, Grimston (Application No. 07/00398/FUL)  - Erection of one dwelling.  The Parish Council discussed the points raised by the members of the public.  Decided Clerk writes to Melton Borough Council stating the proposed dwelling is right on edge of village envelope and nearer to 31 Main Street than any other application, entrance should be improved with co-operation of parties involved, condition should be made that hedge is not damaged.  Appears to be inaccuracies in the measurement of plans and request plans are scrutinised very carefully.

27 Main Street, Saxelbye (Application No. 07/00453/FUL) - Demolish existing outhouse and two storey side extension and internal alterations with new roof.  The Parish Council decided a site meeting not necessary as there has been no objections.  Clerk to inform Melton Borough Council the Parish Council support the application.

31 Main Street, Grimston (Application No. 07/00247/FUL).  Approval of Planning Permission received.

Nook Farm, 4 Shoby Lane, Grimston (Application  No. 07/00107/FUL).  Approval of Planning Permission received.

Curates Folly, 7 Main Street, Grimston  (Application No. 07/00171/TCA).  Consent to work on trees received.

ANY OTHER BUSINESS

The Chairman stated the Horse Chestnut Tree should be inspected by tree surgeon in Autumn.  Decided Clerk contacts Julian Simpson at Leics. County Council and report back at next Meeting.
