MINUTES OF THE PREVIOUS MEETINGThe
Minutes of the Meeting held on 17th January 2006 were
approved and signed. DECLARATIONS OF INTERESTThe
Members had no interests to declare at this stage. MATTERS ARISINGModel Contract of Employment - Chairman and Clerk to liaise. The
Stocks - Clerk to
re-arrange appointment with Mr. Spooner.
Chairman submitted old photo of Stocks to put on file for
reference. Bus Shelters - Mr. Morris reported Mr. Best will start repairs to the Bus Shelter on The Green by 21st February 2006. White Posts at Saxelbye - The Clerk to write to Mike Sheldrake, Highways Dept. asking for 2 new posts. Mr. Morris to supply photo to support letter. N.E.M.A. - Public Exhibition to be held at Melton Council Offices on 5th April 3.00 pm – 7.00 pm. Clerk circulated Draft Master Plan for comments. To discuss further at next Meeting. Annual

Orson suggested Parish Council invites Lynn Aisbett, Chief Executive of
Melton Borough Council to attend. Decided
Clerk writes to Lynn Aisbett suggesting 20th , 26th
or 27th April. CORRESPONDENCE The following items were brought to the attention of the Council:- LRAPLC – Melton Branch Meeting 7th March at Council Offices at 7.30 pm Mr. Easom to attend. LRAPLC – January Update. Rural Community Council – Extraordinary General Meeting - 23rd February at Waltham Village Hall. Rural Community Council – Community Consultation Seminar - 9th March at County Hall. Leics. Waste Management Strategy – Draft Summary for Consultation. Questionnaire completed. Village Access to Services in Welland. Clerk to complete questionnaire. Leics. Tree Warden Scheme – Mrs. Sleath volunteered to be Tree Warden for Parish. Leics. County Council – “Planning an Event” booklet. Circulated. Living Locals Grant Scheme designed around Rural Pubs in Leics. Mr. Easom to pass correspondence to Black Horse. Leics. County Council – Asking if Parish Council would like to receive planning consultations electronically. Parish Council decided to continue receiving consultations by post. Leics. County Council – ENABLE Partnership Event - 29th March 9.30 am - 2.00 pm at Leicester. for Consultation on Planning Applications – Clerk
reported an amended Pro-forma has been received from Melton Borough
Council and Parish Council to decide whether they wish to complete when
considering Planning Applications.
Parish Council decided they would use the Pro-forma when
appropriate. 25 Main Street, Saxelbye - Application No. 06/00101/FUL. Proposed first floor extension to form bedroom & study. The Parish Council agreed to support the application. Scholes Farm House, Shoby - Application No. 06/00099/FUL. Alterations to existing cold store to form through dining area. The Parish Council agreed to support the application. Melton Borough Council Conservation Area Appraisal for Saxelbye & Grimston. Clerk reported Melton Borough Council made no changes to the Draft. Decided Clerk writes to Shouler & Son commenting the Barn is not out of character and has informed Melton Borough Council it looks better than being screened with trees. Melton Local Development Framework - Melton Statement of Community Involvement (Submission Consultation). Questionnaire completed. Village Envelope Consultation - Meeting to be held on Monday 27th February at. 7.00 pm at Grimston Village Hall to discuss comments received and prepare Statement of Consultation. ANY
OTHER BUSINESS
Chairman asked Clerk to contact P.C. Taylor for information regarding recent burglary in Saxelbye. Mrs.Sleath commented the letters S & L were missing from the “Slow” Sign on Shoby Lane. Clerk reported she had contacted Highways Dept. regarding a complaint that the manhole cover on Ostlers Lane (just past last house) has been moved and damaged and very dangerous for horses.
