MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON M0NDAY 8TH DECEMBER 2008 AT SAXELBYE

The Chairman welcomed Lyn Haines to the Meeting.  She said P.C. Taylor was unable to attend.  She commented there have been no reported crimes in the parish in the last 60 days and gave an update of recent crimes in the area.  She then left the Meeting.

The Members had no interests to declare at this stage.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 3rd November 2008 were approved and signed.

MATTERS ARISING

Saxelbye Phone Box - The Clerk reported B.T. is not completing any repairs for Kiosks being adopted.  Decided Clerk contacts Ray Barratt to fit new light bulb.

New Street Light Grimston  - The Clerk reported a Grant may be available from Melton Area Safer Communities Partnership Community Safety Fund.  Decided file Application Form and discuss at Annual Parish Meeting.

Street Furniture Inventory - The Clerk circulated draft Inventory.  The Parish Council decided which items to insure and replacement value.  Clerk to contact Allianz and report back at next Meeting.

Dog Bin -  Clerk to instruct Tony Tomlinson to put up on Main Street Grimston side of 30 mph Sign on side of road of Grimston Stud.

FREEDOM OF INFORMATION ACT - NEW MODEL PUBLICATION SCHEME

The Parish Council adopted the New Model Publication Scheme without modification and completed ‘The Guide to Proactively Published Information’.  Agreed the Guide to be published on the Parish Website. 

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Melton Borough Council - Register of Members’ Interests.  The Forms to be completed and returned to Melton Borough Council by 19th December.

LARALC - I.T. Support.  Parish Council decided no financial assistance necessary.  Continue receiving correspondence by post.

Melton West Community Forum

Rural Community Council.  2009 Diary of Village Events and Community Funding Guide.  Passed to Village Hall Committee.

RGM - Grounds Maintenance Co.

Britten’s - Grass Cutting Service.  Mrs. Sleath stated the grass on the Play Area requires attention.  Decided will look at in Spring with Mr. Summerland.

Leics. County Council - Vibrant Village Grants Programme.  Passed to Village Hall Committee.

The Clerk reported £100.00 received from Woodall Transport and £2420.00 from Asfordby Mine Grant.

Clerk to transfer £1000.00 from Deposit Account to Current Account.

The Clerk circulated Draft Budget.  The Parish Council agreed to donate £700.00 to Saxelbye School for electrical re-wiring. Decided the Clerk’s salary to be reviewed before the end of financial year;

The Parish Council agreed to request £5000.00 Precept for 2009/2010.  The Form was signed by the Parish Councillors and the Parish Clerk.

PLANNING MATTERS

Church Farm, Main Street, Grimston (Application No. 08/00953/TCA)  Application to work on trees in Conservation Area.  The Parish Council support the application.

31 Main Street, Grimston  (Application No. 08/00662/FUL) -  Approval of Planning Permission received.

Arcadia, 27 Main Street, Saxelbye - (Application No. 08/00763/FUL). Approval of Planning Permission received.

ANY OTHER BUSINESS

The Clerk reported a request has been made from a member of the parish for the roads to be swept.  This has now been carried out.

The Clerk reported a request has been made from a member of the parish for the white lines to be put back on junction to Ab Kettleby Road by Tunnel Hill.  Clerk to inform Highways.

ANNUAL PARISH MEETING

Decided the Clerk contacts Jenny Allsopp to see if available on Monday 27th or Wednesday 29th April 2009.

Monday 19th January 2009 at 7.30 pm at Grimston.
