MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON THURSDAY 8TH DECEMBER 2005 AT SAXELBYE

The Chairman welcomed P.C. Martin Taylor to the Meeting and introduced him to the Parish Council.  He reported he is the permanent Beat Officer committed to the post for 3 years.  He will be “out and about” personally serving the local community.  The Parish Council thanked him for attending the Meeting and informed him they would help him as much as possible.  The Clerk to put up Notices introducing

P.C. Taylor to the Parish and to inform him of the dates of all Parish Council Meetings.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 27th October 2005 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Diversion of Public Bridleway – Shoby House Farm, Shoby  – Leics. County Council confirms self-closing metal gates are standard throughout the County Council’s work on rights of way.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Melton Borough Council – Consecrated Churchyards and Cemeteries.  Not relevant.

Rural Community Council – Village Halls & Community Buildings.  Clerk to complete Survey Form

Waste & Resources Action Programme.  Chairman to put on website and correspondence to be passed to Gardening Club.

Leics. County Council – Medium Term Corporate Strategy to 2009.  Circulated.

Leics. Constabulary Meeting – 13th December.  No one available to attend.

Macmillan Cancer.  Letter of thanks re World’s Biggest Coffee Morning.

Melton Borough Council – Parish Council Liaison Meeting.  Circulated.

ROSPA – Annual Inspection.  Clerk to complete Application Form.

Parish Council Precept Form 2006/2007.  The Clerk submitted Draft Budget. 

The Chairman reported he had requested the Clerk to record hours worked on parish duties for the past 3 months.  It was agreed the Clerk should be paid approximately £8 per hour.  The Parish Council agreed the Clerk’s Salary be increased to £1000.00 per year plus expenses from 1st January 2006 to be paid quarterly in arrears.  The Clerk thanked the Council.  The Clerk to contact LRAPLC regarding model Contract of Employment.

The Parish Council agreed to request £4000.00 as per last year on the Precept Form.  The Form was signed by the Parish Councillors present and the Parish Clerk.

PLANNING MATTERS

The Old Rectory, Church Lane, Saxelbye -  Application No. 05/01032/LBC.  To convert an unused hay loft into living accommodation for resident nanny/aupair and to connect to the main residence at first floor level.   The Parish Council agreed to support the application.

Draft Conservation Area Appraisal.  The Chairman commented he was concerned Melton Borough Council proposes the iron structure Barn on Green should be screened with trees.  The Parish Council agreed the Barn has heritage and is part of the village landscape and is better than being screened.  The Clerk to write to Melton Borough Council.

The Clerk to contact Richard Spooner to arrange a site meeting regarding the stocks.

Land off Loughborough Road, Shoby (Application No. 05/00807/OUT)   Approval of Outline Planning Permission received for construction of stable barn and all weather exercise area together with provision of mobile home staff accommodation.  Circulated.

Harworth Power Ltd. (Application No. 05/00735/FUL)  Approval of Planning Permission received for 50m wind monitoring mast for a 3 year period.

Church Farm, 16 Main Street, Grimston  (Application No. 05/00741/LBC)  Approval of Listed Building Consent.

Village Envelope Consultation – Meeting at Melton Council Offices on Thursday 5th January 2006 at 7.00 pm.  Chairman, Mr. Morris, Mr. Easom and Clerk to attend.

ANY OTHER BUSINESS

Moles on Play Area.  Clerk to contact David Allen.

Complaints have been made regarding the mud on the road on Shoby Lane in connection with building work at Windyridge.  The Parish Council decided to monitor and report back.
