MINUTES OF THE ANNUAL MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON THURSDAY 8TH MAY 2008 AT GRIMSTON

ELECTION OF OFFICERS

Mr. Tony Lomas was elected Chairman, proposed by Mr. Easom and seconded by Mrs. Sleath.

Mr. Edward Morris was elected Vice Chairman, proposed by Mrs. Sleath and seconded by Mr Easom.

Mr. Easom thanked Mr. Lomas (Vice Chairman), the other Parish Councillors and Clerk for their help and support during his year as Chairman

The Clerk reported Mr. Davies has decided to resign from the Parish Council but would be happy to continue updating Parish Website.  Decided Clerk contacts Melton Borough Council to clarify correct procedure for appointing new Parish Councillor.  Clerk to write letter of thanks to Mr. Davies for past 6 years service.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 31st March 2008 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

White Posts - Mr. Easom reported the posts have now been installed and resident on Main Street, Saxelbye, complained they had not been consulted and think the posts are not in the correct place. 

Mr. Morris commented he had contacted the family and was unaware they had not liaised.  Decided send letter of apology for not consulting direct with them and state regrettably the Parish Council, in consultation with Leics. County Council, agree the Posts are in the correct place for safety and visibility.  Letter to be signed by Chairman.

MATTERS ARISING - ANNUAL PARISH MEETING

The Parish Council agreed a donation of £50.00 be sent to CAB and letter of thanks to Dr. Erl Annesley for interesting Talk.

Melton & Rutland Spring Clean Week - Clerk reported Litter Packs will be collected on

Tuesday 20th May and will liaise with Mr. Easom and Mrs.Grace.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Leics. County Council - Section 119 Highways Act 1980.  Proposed Diversion of Public Footpaths G68, H9, H20a, H23, G66 and Public Bridleway G67 Wartnaby Estate in the Parishes of Ab Kettleby and Grimston.  Decided Mr. Morris contacts Stafford’s for their comments.  Parish Council support the proposed diversions if Stafford’s have no objections.

Melton Borough Council.  Physical Activity in Melton Mowbray & Waterfield Leisure Pools - Proposed Developments.  Decided Clerk writes to Melton Borough Council stating the Leisure Pool should remain because there is an adequate amount of Gyms in the area.

LARALC - April Newsletter.  Circulated.

Leics. Fire & Rescue Service.

NALC.  Annual Exhibition & Conference.

Melton Borough Council - Parish Council Liaison Agenda Setting Meeting 10th July.  No items for Agenda.  Decided representative must attend next Liaison Meeting on 8th October.

Leics. Crimestoppers.  Agreed to keep to policy of not donating to charity from Parish Funds.

Leics. & Rutland Playing Fields Association.  Decided Clerk contacts ROSPA for date of inspection of Play Area.

Decided Clerk transfers £2000.00 to Business Money Manager Deposit Account.

Mr. Easom reported the Clerk’s salary had not been reviewed when the precept was set for the current year.   Agreed the Clerk’s salary be increased to £1200.00 per annum plus expenses from 1st April 2008.  The Clerk thanked the Council.

The Clerk reported the Annual Return has been completed and the Chairman & Clerk signed the relevant sections.  Clerk to contact Mr. John Rhodes regarding Internal Audit.

PLANNING MATTERS

Melton Local Plan & Leics., Leicester & Rutland Structure Plan.  The Core Strategy (Preferred Options) is considered to be of sufficient significance to form the principal guidance for the determination of applications (where it is relevant).  The Government has also made provision for the saving of some local plan policies beyond adopted Structure Plan date of 27th September to prevent a gap in the coverage of development plan policies

Planning Application Procedures: Neighbour Notification and Delegation.  Letter to be put on file for reference.

Shoby Priory, Shoby  - Replace roof coverings to Priory (Application No. 08/00152/LBC).  Listed Building Consent received.

ANY OTHER BUSINESS

The Clerk reported a complaint had been received of deep hole on grass verge on Main Street, Grimston, by old 30 mph sign.  Danger to children and horses.  Clerk to contact Highways and instruct repair immediately.

Complaints been received the Greens and grass verges are not mowed regularly.  The Parish Council decided mowing should continue as previous years.  Clerk to inform Highways to mow before Grimston Gardens on 8th June.

Clerk to report to Highways big hole at Shoby Crossroads (on left side from Old Dalby) and deep hole before Saxelbye Park entrance.

Mr. Morris reported he had received a complaint there are too many Waste Bins in the Parish.
