MINUTES OF THE ANNUAL MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 8TH MAY 2006 AT GRIMSTON

ELECTION OF OFFICERS

Mrs. Margaret Sleath was elected Chairman, proposed by Mr. Davies and seconded by Mr. Morris.

Mr. Richard Easom was elected Vice Chairman, proposed by Mrs. Sleath and seconded by Mr. Lomas.

Mr. Easom thanked Mr. Davies for past year as Chairman.  He commented Mr. Davies had brought a different insight into the Parish Council.  Mr. Davies replied he had enjoyed the year working with all.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 20th March 2006 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Work on Trees -  The Clerk reported 2 estimates had been obtained for work to trees in Grimston.  Parish Council agreed to accept quote from P. Ford, Leesthorpe.  Clerk to check if clearing site is included in price and obtain quote for trimming hornbeam.  Clerk to complete Application for Consent to Work on Trees and submit to Melton Borough Council.

Decided will consider site for tree to celebrate Queen’s 80th Birthday after work to trees been completed. 

Important new tree is planted in correct place.

Bus Shelters -  Decided the Bus Shelters could be repaired.  Richard Sleath to provide estimate.  Mr. Easom commented it may be necessary to obtain second estimate. 

N.E.M.A. -  Parish Council discussed the Draft Master Plan in detail.  Consultation Questionnaire was completed.

Fly Tipping  -  Decided to check debris from Contractors on Shoby Bends in autumn when verges are not so overgrown.  Clerk to report to Melton Borough Council plastic toys dumped on Wartnaby Road, Saxelbye and trailer dumped on Saxelbye Road by pepper pot.

Leics. County Council Rights of Way Improvement Plan Consultation  - The Parish Council had no comments.  Clerk to obtain copy of Definitive Map of Public Rights of Way and ask Village Hall Committee for permission to display in Village Hall.

White Posts  - The Parish Council has received a letter from resident of Saxelbye asking for the white posts to be re-instated at all entry points of the village.  Decided letter would be considered when Leics. County Council has made decision regarding replacing the white posts near the Dairy. 

MATTERS ARISING – ANNUAL PARISH MEETING

The Clerk reported a letter of thanks has been sent to Mrs. Lynn Aisbett for her interesting Talk at the Annual Parish Meeting.

Grass Verges  - Mr. Davies reported Cllr. Orson had suggested the possibility of a passing place on Perkins Lane.  Decided this was not appropriate.  Mr. Davies circulated Survey he had carried out with photographic evidence of damaged verges.  Decided Clerk would contact Mike Sheldrake pointing out damage to grass verges due to building work at Windy Ridge.  Very dangerous for horses.

Clerk to inform Highways Dept. of pot hole on Perkins Lane, Grimston (on left-hand side, on flat) and pot hole on  Ostlers Lane, Saxelbye (past buildings, before bungalow).

Parish Council to carry out survey of state of roads in Parish in near future.

Play Area Surface – Mrs. Sleath reported she had looked at Play Areas in Old Dalby with rubber matting.  Decided Clerk contact ESPO and obtain quotation for safety rubber matting.

The Parish Council agreed Clerk asks Mr. John Rhodes to carry out Internal Audit.

PLANNING MATTERS

Melton Local Development Framework - Core Strategy (Issues & Options) Development Plan Document.  Questionnaire completed.

Village Envelope Consultation  - Clerk reported on Evaluation Meeting attended.  Clerk stated the Consultation costs totalled £345.23.  Decided Melton Borough Council should reimburse Parish Council extra £95.23.

FUNDING FOR VILLAGE HALL

To be discussed at next Meeting if more information available.

ANY OTHER BUSINESS

Hillside Cottage, Grimston  - The Chairman reported Mrs. Johnson would like permission to tarmac to road beyond gate.  The Parish Council agreed to this request.

Mr. Morris commented on Ostlers Lane, Saxelbye, branches from trees overhang electricity cables.  Parish Council decided this was the responsibility of owner-occupier.
