MINUTES OF A MEETING OF GRIMSTON, SAXELBYE AND SHOBY PARISH COUNCIL HELD ON TUESDAY 8TH FEBRUARY 2005 AT SAXELBYE

3 Members of the Public

The Chairman welcomed Mr. Mike Hay, Group Manager of Leics. County Council’s Highways, Transportation & Waste Management Dept.  He submitted report on Traffic Accident Statistics at Shoby Crossroads.  He stated £900,000 per year is allocated for all accident sites in the County.  Priority is given to sites with high number of accidents.   Members of the public pointed out their concerns at the crossroads and made several suggestions.  Vehicle Activator Signs, Traffic Lights, Street Lights, Reduce Speed Limit, Coloured Tarmac & Rumble Strips, Hedges too high in summer and bollards impair visibility.  Mr. Hay stated they need to identify a pattern in the accidents. 

Cllr. Chapman commented on the attitude of drivers.  He suggested a petition be presented to Scrutiny Committee of Leics. County Council.

The Parish Council decided a letter would be sent to Leics. County Council requesting the accident problems at Shoby Crossroads be investigated and consider ways to reduce the number of accidents.

The Chairman thanked Cllr. Chapman and Mr. Hay for attending and they then left the Meeting.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on the 6th January 2005 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Asfordby Mine Environmental Improvement Grants -  The Clerk reported Martin Shouler has not been able to clarify ownership of the fence at the bottom of the Play Area.  Parish Council decided

Mr. Easom would contact Mr. Read.  Estimates for new fencing had been received from

R. Hyslop & Son and K. Goodacre.  Decided to discuss further at next Meeting.

Additional Passing Places on Wartnaby Road would need to be incorporated with tree planting to qualify for Grant.  Parish Council agreed Clerk & Chairman liase with Mr. Hancock &

Mr. Sheldrake of Highways Dept.

The Stocks – Complaints have again been received that the Stocks are not complete.  Chairman to contact Mr. Best.

Community Governor for Old Dalby School  – Clerk to reply to letter stating Parish Council does not have a nomination.

Waste Bin by Bus Shelter – Agreed Clerk purchase yellows waste bin with lid and arrange for

Mr. Best to install. 

Service Road off Main Street – Mrs. Sleath reported owners of houses had received a letter from Melton Borough Council. The cost of cleaning and sweeping the road and repairing the potholes with tarmac is to be shared between owners of houses and Melton Borough Council at £69.43 per property.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Diversion of Public Footpath H23 (Part) Order. Approval has been given for the making of an Order and the Public Notice has been displayed.

Litter & Dog Bin Emptying.  Clerk to inform Melton Borough Council there are 3 Waste Bins in Grimston at present.

Melton Borough Council – Open Space, Sport & Recreation Study.  Chairman & Clerk to complete questionnaire.

Melton Borough Council Littering & Fly Tipping Hot Spots.  – Agreed no specific problem area in Parish.   

Mayor’s Young Citizen Award & Mayor’s Award of Merit.

Freedom of Information Act 2000 – Authorisation of the Qualified Person.

LAPLC Update.

Melton Borough Council – Traffic Management Workshop 28th February.

The Parish Councillors and Clerk completed new HSBC Mandate authorising all Parish Councillors to sign cheques.  2 authorised signatures required on cheques.

Clerk to return Mandate to HSBC.

PLANNING MATTERS

Approval of Planning Permission Received:-

26 Main Street, Grimston (Mr. & Mrs. E. Street).  Granny Annexe.

Brook Farm, Saxelbye (W. Swindells)  Implement Shed

Consent to Work on Trees received:-

J. Read. 1A Perkins Lane, Grimston – Clerk to contact Tony Moore for Tree Report.

Mrs. A. Wingfield, The Spring House, Grimston

ANY OTHER BUSINESS

The Chairman commented the Parish Council now regularly reports in Village Life and suggested a donation should be made to help with their expenses.  Mr. Easom proposed and Mr. Lomas seconded a donation of £50 be given to Village Life.  Agreed.

Member of the Public reported a new planning application is shortly to be submitted for

27 Main Street, Grimston.  Stated would be pleased to discuss with Parish Council before submitting to Melton Borough Council for approval. 

The Chairman thanked the Members of the Public for attending the Meeting.

Tuesday, 15th March 2005 at 7.30 pm at Saxelbye.

Annual Parish Meeting to be held on Tuesday 19th April 2005 at Grimston –   Chairman asked for suggestions for Guest Speaker.  Clerk to confirm date.

Annual Meeting of Parish Council to be held on Tuesday 3rd May 2005 at Grimston.  Clerk to confirm date.
