MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 4TH DECEMBER 2006 AT GRIMSTON

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 30th October 2006 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.

MATTERS ARISING

Saxelbye Grass Verges - Complaints have been received regarding the Notice displayed on Saxelbye Notice Board asking horse riders to consider residents and keep off mown verges.  Agreed it is sometimes necessary to ride on verges for safety reasons.  Parish Council decided Notice should be removed and Clerk to write to member of public complaining of riders on verges.  Thank complainant for mowing the verges but state they belong to the highway.

Trees - Paul Ford has now carried out work as per estimate.  Chairman reported the May Tree in

War Memorial should be trimmed next Summer/early Autumn.

White Posts, Saxelbye - No reply has yet been received from Leics. County Council.  Clerk to contact Mike Sheldrake and look into possible funding from Heritage or Safety Grant. 

Bus Shelter & Post Repairs - Post Repairs have been carried out.  Chairman to contact Tony Best regarding Bus Shelters.

Parish Council Liaison Meetings - Clerk reported Melton Borough Council has now decided to take action Minutes.

East Midlands Draft Regional Plan - Decided no comments.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Melton Borough Council - Training in Development Control, Emergency Centres & Flood Wardens.

Melton Borough Council  - Waste & Resources Action Programme.  Door Step Campaign.

ROSPA - Clerk to complete application for automatic annual inspection of Play Area.

Rural Community Council - 2007 Diary of Village Events.  Passed to Village Hall.

LARAPLC - November Update.

LARAPLC - Executive Summary on Local Government White Paper re. Strong & Prosperous Communities reflective summary.  Circulated.

Leics. County Council - Bridleway H28 & H29, Shoby House Farm, Shoby.  Order has now been confirmed.

Parish Council Precept Form 2007/2008.  The Clerk submitted Draft Budget.

Mr. Easom suggested Parish Council should consider funding for Village Hall repairs.  Mr. Davies proposed and Chairman seconded £2000.00 be indicated to Village Hall.  Agreed.  Mr. Cowdell thanked the Parish Council.

The Parish Council agreed the Clerk’s Salary be increased to £1100.00 per annum plus expenses from

1st April 2007.  The Clerk thanked the Council.

The Parish Council agreed to request £4000.00 as per last year on the Precept Form.  The Form was signed by the Parish Councillors and the Parish Clerk.

PLANNING MATTERS

7 Perkins Lane, Grimston (Application No. 06/01056/FUL).  Amendment to Planning Approval 05/00442/FUL to provide balcony to the sitting room and alterations to the gable end windows.  The Parish Council agreed to support the amendment.

Cedar Lodge, 27 Main Street, Grimston - Appeal to Refusal of Planning Permission has been made to Planning Inspectorate.  Chairman reported letter has been sent to Planning Inspectorate stating Parish Council object to Application because outside village envelope but the Parish Council supported Approved Application (05/00183/FUL) which was within village envelope.

Old Goods Yard, Grimston Station, Saxelbye (Application No. 06/00702/FUL).  Approval of Planning Permission received.

Church View, 18 Main Street, Saxelbye (Application No. 06/00803/FUL).  Approval of Planning Permission received.

Nook Farmhouse, Shoby Lane, Grimston (Application No. 06/00883/TPO).  Consent to Work on Trees received.

Melton Local Development Framework - Melton Statement of Community Involvement has been adopted.

PLAY AREA SAFETY SURFACE

Mr. Davies asked for consideration to again be given for new safety surface.  Parish Council decided due to money involved existing surface would not be replaced.   Nathan to continue raking when necessary.

VILLAGE CONNECT MAGAZINE

Mr. Davies reported Village Connect is an informative bi-monthly magazine existing solely on advertising revenue.  Would be delivered free to village distribution point.  Mr. Davies agreed to arrange distribution and report back at next Meeting.

ANY OTHER BUSINESS

Curate’s Folly, Main Street, Grimston.  Letter has been sent to Bentons stating Village Green belongs to Parish Council.  Chairman to enquire with new owners whether they will continue mowing green in front of bungalow and report back at next Meeting.

Highway Matters

Complaints have been received of horses slipping on corner by Village Hall, Main Street, Grimston.  Clerk to write to Leics. County Council requesting resurfacing of corner.

Clerk to inform Leics. County Council drain on corner by Village Hall has pin missing and raised.

Mr. Lomas reported tarmac missing by entrance to yard of Shoby Lodge Farm.  Clerk to inform Leics. County Council access impeded by camber on road.

Monday 15th January 2007 at 7.30 pm at Grimston. 

Agreed Meetings to be held in Village Hall during winter.
