DECLARATIONS OF INTEREST

Laura Smith declared an interest in the Planning Application at 31 Main Street, Grimston.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 29th September 2008 were approved and signed.

MATTERS ARISING

Melton Borough Council Parish Liaison Meeting - Laura Smith reported on recent Meeting attended.

Saxelbye Phone Box - The Clerk reported the application had been submitted to adopt the phone box and a fee of £1.00 paid.  Electricity to phone box to be added to Street Lighting Inventory.  Clerk to contact BT regarding light bulb not working and electricity safety check.

Grimston Phone Box - BT has been informed top pane needs re-fixing and Box needs cleaning, also requested outside should be painted.  Engineer to inspect to assess and report back to Clerk.

Street Lighting  - The Street Lights are all covered in public liability insurance and street furniture.  Insurance Co. stated the amount insured for street furniture seemed very low and an inventory should be made.  Clerk to draw up for next Meeting and liaise with Laura. 

Mrs. Sleath suggested another Street Light should be put on Shoby Lane.  Decided to bring up at Annual Parish Meeting and Clerk to make enquiries regarding Grant funding.

Sign on Green -  Clerk reported covered under street furniture insurance with excess of £125.00.  Clerk to contact Tony Tomblin to quote for repairs and discuss at next Meeting.

Stocks - Chairman reported he has inspected Stocks with Mr. Rowley.  Cracks in wooden posts to be filled in and then work completed satisfactorily.  Clerk to claim Grants. 

Football Net. - Clerk has made enquiries and not able to locate second net.  Decided order new net in Spring.

CORRESPONDENCE

The following items were brought to the attention of the Council:-

Leics. County Council - Leics. & Rutland Archaeological Network.  Heritage Warden vacancy for Parish.  Decided to put poster on Notice Board for volunteer.

LARALC - Questionnaire completed regarding co-operation between parishes for services & information. October Newsletter - Circulated.

Freedom of Information - New Model Publication Scheme.  Clerk reported Parish Council need to adopt Model Publication Scheme by 31st December.  Circulated correspondence and will discuss at next Meeting.

ENABLE - Strategic Overview of Leics’s Environment.  Circulated.

East Midlands Regional Assembly - East Midlands Regional Plan (Partial Review).

National Burial Co. Ltd. 

White Lodge Groundcare. 

Communities & Local Government - Codes of Conduct for Local Authority members and employees – Consultation.  Circulated.

Clerk reported Precept Form for 2009/2010 has been received.  Clerk to draft Budget for next Meeting and estimate hours worked per month.

PLANNING MATTERS

Laura Smith declared an interest.

31 Main Street, Grimston  (Application No. 08/00662/FUL) -  Proposed new dwelling.  Mr. Easom reported on site meeting with Denise Knipe.  Decided Clerk writes to Melton Borough Council stating the Parish Council has reservations about the size and proximity of proposed dwelling as outline planning permission was approved for a 2 bedroom dwelling.  Overlooks neighbours more than the original plan and needs to be considered against the criteria of a Category 3 Village.

Arcadia, 27 Main Street, Saxelbye - (Application No. 08/00763/FUL). Addition of one upper window and repositioning of one other on upper rear elevation of previously approved two storey extension.  The Parish Council agreed to support the application.

Shoby Priory, Main Street, Shoby - Listed Building Consent (Application No. 08/00671/LBC) and Approval of Planning Permission (08/00616/FUL) received.

Old Dalby Test Track - (08/00609/FUL).  Approval of Planning Permission received.

Update on Planning Law, Policy & Procedures.  Seminar arranged to discuss changes to be held at Long Clawson Village Hall on Wednesday 26th November at 7.00 pm. 

ANY OTHER BUSINESS

Mr. Morris reported Flashing Arrow Lights on Shoby Bends still not working correctly.  Clerk to remind Highways.

Cllr. Orson suggested Parish Council hold Annual Parish Meeting in March next year and invite David Parsons, Leader of Leics. County Council to be Guest Speaker.  Decided to discuss at next Meeting.

Mrs. Sleath requested a Dog Bin be put up by 30 mph Sign on side of road of Grimston Stud.  Parish Council agreed Clerk purchase green Dog Bin.

Chairman to lay wreath at Grimston War Memorial on Tuesday 11th November.
