 MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE AND

SHOBY PARISH COUNCIL HELD ON MONDAY 3RD SEPTEMBER 2007 AT SAXELBYE

The Chairman welcomed the members of the public and invited them to speak.  The flooding problems at Brook Farm, Saxelbye and recent site meeting held were discussed.  Cllr. Orson reported Rosita Page, representative of Leics. Regional Flood Defence Committee has been contacted and Melton Borough Council and the Environmental Agency have the problem in hand.  Cllr. Orson to make sure Parish Council is sent copy of all correspondence.  Decided will be discussed at next Meeting to report on developments.

MINUTES OF THE PREVIOUS MEETING

The Minutes of the Meeting held on 30th July 2007 were approved and signed.

DECLARATIONS OF INTEREST

The Members had no interests to declare at this stage.                                                                     

MATTERS ARISING

New Model Code of Conduct - The Parish Council agreed to adopt the Model Code of Conduct 2007 including paragraph 12(2).  

The Clerk reminded the Parish Councillors the new Register of Members’ Interests Form must be completed and returned to Melton Borough Council by 17th September.

Play Area - The Parish Council discussed the correspondence received from Melton Borough Council’s Environmental Health Dept. and decided they do not consider the existing surface a health risk.  Agreed a weak solution of Jeyes Fluid would be applied to the surface weekly and Nathan will continue to regularly rake and weed the Play Area.  Agreed to pay Nathan £5.60 per hour.  Clerk to write to Mr. & Mrs. Gibbins and enclose copy of correspondence from Environmental Health Dept.

Horse Chestnut Tree  - Consent is not required for pruning dead and broken branches and Julian Simpson has been instructed to carry out the pruning as per quotation.

The Clerk reported the Public Liability Insurance covers damage from trees including storm damage provided there is no negligence.  Clerk to inform Mr. & Mrs. Gibbins.

Employer’s Liability Insurance  - Clerk, cleaner, odd job person etc. covered provided Council has not been negligent and given correct instructions to carry out the work.

White Posts, Saxelbye  -  Clerk reported White Posts to be delivered to Neil Bailey and he has agreed to shape tops.  Leics. County Council to liaise with Neil Bailey.

Stocks  -  Site Meeting has taken place with Richard Spooner and Michael White, Leics. County Council Historic Buildings Officer.  Decided repairs should be carried out to make as near to original as possible. Chairman and Mr. Davies to obtain old photos of Stocks.  Funding to be provided from Mine Grant, Melton Borough Council and Leics. County Council.  Clerk to put note in Village Life informing Parish of repairs to Stocks.

Slow Sign - Clerk reported been put on Highways Works Programme and should be carried out within next 2 months.

Street Name Signs - Clerk reported request has been forwarded to Environmental Maintenance Team and should take place with next 2 months.

Slippery Road Sign  - Mr. Morris asked Clerk to remind Highways to remove Slippery Road Sign at bottom of Saxelbye Park.

Melton Community Partnership - Community Forum for Asfordby Area 9th October at 7.00 pm at Council Offices.

N.A.L.C. - Conference & Exhibition.

Melton Borough Council - September 2007 Seniors’ Month Calendar of Events.  Passed to Mrs. Sleath.

Royal Air Force - Civic Reception 31st October at PERA.
