MINUTES OF THE MEETING OF GRIMSTON, SAXELBYE ANDSHOBY PARISH COUNCIL HELD ON WEDNESDAY 2ND SEPTEMBER 2009 AT SAXELBYEPRESENTMr. E. Morris (Chairman) Mrs. M. Sleath Mr. R Easom Mr. A. Lomas Mrs. L. Smith Mrs. M. Fenton (Clerk)
Cllr. J. Orson 3 Members of the Public APOLOGIES - None The Chairman welcomed everyone to the Meeting. A member of the public complained of parking problems near the Village Hall when functions are being held and suggested yellow lines should be placed by the Church and on the bend by the Village Hall. The Chairman commented he sympathised with their concerns. The Parish Council agreed they would not want yellow lines but will monitor the situation. Decided ask Village Hall Committee to inform persons hiring the Village Hall to be considerate when parking vehicles and display notice. DECLARATIONS OF INTERESTThe Members had no interests to declare at this stage.MINUTES OF THE PREVIOUS MEETINGThe Minutes of the Meeting held on 27th July 2009 were approved and signed. MATTERS ARISINGPlay Area - Mr. Easom reported the fence has been repaired and he has paid for the materials. Jamie Cank has agreed to maintain safety surface. Oak Tree - Clerk reported it is the landowner’s responsibility to remove overhanging branches on BT lines. Received estimate from Leics. County Council to cut back the tree and awaiting estimate from John Young. Decided Clerk contacts Noreen Johnson to check if there is a problem and arranges site meeting with BT if necessary. Discuss further at next Meeting. Quality Council - Clerk to arrange for representative of Rural Community Council to attend next Parish Council Meeting to discuss what is involved and benefits of becoming a ‘Quality Council’. Heritage Warden - Clerk reported Alison Halliday prepared to be Heritage Warden. Parish Council agreed Alison Halliday be appointed Heritage Warden and Clerk to inform Leics. County Council. Community Forum West - Chairman and Laura Smith to attend Forum Workshop tomorrow night at Ashby Folville. County Council - “Composting for your Community”. Leics. County Council - Shire Community Climate Change Grants. LARALC - Melton Branch Meeting to be held Tuesday 8th September. Chairman agreed to attend. August Newsletter. Circulated. Society of Local Council Clerks - VAT Course. Voluntary Action Melton - A.G.M. 30th September. Leics. Fire & Rescue Service - Consultation. Electricity Alliance - Notification of Temporary Road closure Main Street, Saxelbye. Leics. Rural Partnership - 2009 Annual Report. Circulated. Parish Council Liaison Meeting - Thursday 8th October. Chairman, Richard & Laura to attend. Rural Community Council - AGM Thursday 25th September. Clerk to send apologies. Postal Ballot Form completed for election of 2 Trustees. Morris (Internal Audit Gift) £ 21.00 PLANNING MATTERS Wind Farm, former Asfordby Mine - RSK Group PLC asking for Parish Council’s views for Scoping Exercise as part of Environmental Impact Assessment for potential Wind Farm. Clerk to inform RSK Group PLC of the following observations:- 1. The visual impact from Saxelbye, Grimston, Ab Kettleby & Asfordby should be carefully considered. 2. Concerns regarding noise. 3. Concerns regarding footpaths to the north and bridleways close to the turbines. 4. P.C. require more detailed information on height etc. before make any further observations. ANY OTHER BUSINESS Mrs. Sleath & Mr. Lomas commented on positioning of new Street Name Plate Sign for Shoby Lane, Grimston. Parish Council to monitor.
